Contract Specialist, Susan Hopkins, 301/415-6514 This is a commercial item, simplified acquisition (not to exceed $100,000). The Atomic Safety and Licensing Board Panel (ASLBP) of the U.S. Nuclear Regulatory Commission conducts adjudicatory hearings pursuant to the Atomic Energy Act of 1954, as amended. The hearings are often held in the Two White Flint North (TWFN) hearing room in Bethesda, MD. The Contractor shall supply and install all necessary conduit and wireways to the extent not included in the existing overhead audio distribution system, in order to provide a complete and operable voice activated court reporting system which shall be integrated with the NRC's existing audio system. The following is a description of the NRC's requirement for a voice activated video system which shall be completely automatic after the system is turned on, loaded and tested. Item 1. 5 ea Color Cameras with zoom lenses: The system shall include 5 camera locations and are to be activated by existing corresponding microphones. Camera 1 to cover the Judges bench, camera 2 to cover the witness box, camera 3 to cover the applicant/licensee table, camera 4 to cover the NRC staff table and camera 5 to cover the intervenor table. The cameras shall be color (minimum 470 lines of resolution), blend with the courtroom decor and either be housed in domes or mounted in the annulus of the court room. The lenses will be manually zoomed and to be adjusted by the court as necessary. Items 2 and 3. Two each Master Control Panels, 1 each Judges Mute Box: a. Two control panels to provide complete system control located at the Judges bench and clerk of the court box that 1) controls the start and stopping function; 2) provides confidence lights for each of the recording VCRs when they are in the record mode; 3) a real-time search, tape time search and index search function; 4) provide a tape time, a review, mark and return function and a default record function; 5) provide built-in instruction manual for ease of operation. 6) cut-off/''mute'' ability for the judges bench with audio positive disconnects equipped with lighted status indication of engaged or disengaged operation; 7) provide time-date and record time generators indicators at both master controls; 8) provide bench conference mode; 9) provide hearing ADA assistance system with three receivers which shall be able to be turned off at the control panel; 10) provide camera lock on controls; 11) provide review of testimony control function; and 12) provide bench conference mode of operation controls. Video display of the system to be connected to the existing two 27'' monitors located on the ceiling brackets at the rear audience area of the court room. Item 4. 5 ea VCI-HiFi Stereo Tape Decks: Provide five (5) VCR tape playback units in a custom rack mount under lock and key. This unit will be housed in the audio visual room located off the court room. The VCRs will be on a slide mount for easy access for maintenance and adjustment. The mount shall have adequate fan ventilation. The system will have several backup systems as well as a default record mode for each VCR. The first will be the continuous supervision of all mikes and VCRs by the system and provide notification incase of failure and identify the failure. The second backup will be different audio outputs for each of the primary record VCRs and the system house feed. The third is the configuration of the VCRs such that even if the video signal is missing or the video heads are dysfunctional, the unit will record an audio signal. The fourth is a linear audio track that will record constantly with internal automatic gain circuit control on each mike input. Item 5. 1 ea Judges 9'' monitor: Judges bench 9'' monitor for video display to be located on the judges bench towards the back center of the table. Provide an audio and video jack in the dome area and judges chambers for existing monitor on roll cart. Item 6. 40'' or larger tube color monitor: Provide 40'' or larger color tube monitor connected to the system to be mounted in the wood paneled wall (millwork may be necessary) behind the witness box. Monitor shall provide video and data viewing. Item 7. Audio System. The resultant system shall integrate with NRC's existing amplifier and mixer. The NRC's microphones have 5 to 52 VDC Phantom (simplex) voltage, and .33 MA current drain. The resultant system shall utilize the existing 18 microphone inputs and shall be used in conjunction with an automatic mixer which shall turn off/gate/prioritized microphones when not in use. A filibuster control (Judge's Override) shall be present to override the automatic controls. Items 8 and 9. 1 ea Line Leveler; 1 ea compressor/limiter for Press Distribution. The output of the system and program material shall be fed into signal processing devices (line leveler, compressor/limiter) and distributed through Distribution Amplifier (DAs) to a Press Distribution Panel with two ports. Item 10. 1 Equipment cabinet. This cabinet may reside in the judges rack or the NRC's audio-visual room. Item 11. 1 Date/Time Generator/Switcher. This item shall be included as part of the audio-visual processing equipment. NRC will conduct a site visit on June 14, 1996 at 10:00 am in the Hearing room located in Two White Flint North, 11555 Rockville Pike, Rockville, MD. This is a 100% small business setaside, for reseller and manufacturer, the size standard for this solicitation is average annual receipts of $21.5 million over the past three years, as set forth under Standard Industrial Classification 7812. The NRC anticipates the use of oral presentation/demonstration of the proposed product in addition to written documentation.
