J -- ENGINEERING SUPPORT SERVICES FOR PRESSURE REDUCING VALVE SOL N00164-96-Q-0317 DUE 060596 POC Contact--Mr. Ron Smith, Code 1165Z3, 812-854-1679 FAX 812-854-3465/Ms. Mary Sheetz, Contracting Officer This is a combined synopsis/solicitation for services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N00164-96-Q-0317 and is issued as a Request for Quotation (RFQ). The quantity required is 1 lot. Delivery is required within 30 days after effective date of award. Delivery shall be F.O.B. Destination to NSWC Crane IN. This RFQ is DX rated. The associated Standard Industrial Classification (SIC) code is 8711. This requirement is not reserved for small business. Other than Full and Open Competition will be used in accordance with FAR 6.302-1(a)(2), see Numbered Note 22. Discussions shall be conducted with Allied Signal Aerospace Company, Garrett Fluid Systems Div., 1300 W. Warner Rd., P.O. Box 22200, Tempe, AZ 85285-2200. This is a requirement for Engineering Support Services for modification of Pressure Reducing Valve Allied-Signal part number 3336980. Allied-Signal will perform various tasks in accordance with the following Statement of Work. 1. Scope: This statement of work (SOW) defines the tasks related to pursuing the recommended Pressure Reducing Valve (PRV) Torque Motor configuration as presented in Allied-Signal AS report 42MR-12583 presented to NSWC Crane under contract number N00164-95-M-6864, requisition number 56P7551147002. In addition, a meeting held at Allied-Signal, Tempe, AZ, March 7 and 8, 1996 between Allied-Signal, NSWC Crane and Systems Engineering and Analytics Inc, during PRV testing identified the details of the OK-542 performance evaluation program. 1.1 Government Furnish Property: Four (4) OK-542 Pressure Reducing Valve Allied-Signal P/N 3336980 and S/Ns are: 9370019, 8940008, 8920005 and TUNNY 01. (The valve S/N ''TUNNY 01'' was sent from the USS TUNNY without name tag and temporary named as TUNNY 01). PRVs include a Torque Motor (TM) inherent as part of the PRV. 2. Applicable Documents: a) Allied-Signal ATP numbers ATP- 3189830-3B and ATP-333623SH (used for 3336980 PRV). b) AES report 42MR-12583. 3. Requirements: Allied-Signal shall perform the following PRV modification validation/tests/actions on the Government Furnished Property (GFP) PRVs and TMs. For each PRV to be tested, Allied is to provide damper pistons as recommended in report 42-MR- 12583, the necessary hardware (retainer pins etc.) and software (O-rings, backup rings, etc.) Any testing outlined herein can be altered upon mutual agreement between AS engineering and NSWC Crane engineering and the government contracting officer during the test program. 3.1 Allied-Signal AES Tempe Site is to purchase eight (8) 3315208 Piston (dampers) as recommended in report 42-MR-12583, two (2) for each PRV. Additionally Allied-Signal AES is to purchase all required software (O-rings, backup rings, etc.) to support validation program. 3.2 Allied-Signal shall receive the GFP PRVs and perform visual findings of the valves as received. Allied-Signal shall then remove the torque motors from the PRVs. 3.3 The GFP TM are to be modified by installing the 3315208 damper pistons and tested according to the ATP-3189830-3B to establish performance characteristics. If a TM does not pass the test, Allied-Signal shall provide NSWC Crane a cost estimate to repair or adjust the torque motor. 3.4 The modified TMs are to be reassembled onto their respective PRVs and identification plates shall be affixed to each PRV with as a minimum, the following information: ''Engineering Use Only'' and ''Modified by per NSWC Crane P.O. no. (This P.O. no.), Reqn. No. (this Reqn. no.)''. 3.5 PRV Base Line Tests. Testing per ATP3336235 as modified for contract number N00164-95-M-6864, requisition number 56P7551147002 is to be used for validation testing of the modified PRVs. Noise test shall not be included in this modified ATP3336235. Test results for PRVs are information only. It is assumed that the PRV are fully operational and repair/overhaul is not to be considered in the activities and schedule of this SOW. 3.6 Upon completion of all testing, the PRV are to be lock- wired, flushed and prepared for shipmsnt to Crane. Allied-Signal shall return the four (4) GFP PRVs to NSWC Crane. 3.7 Allied-Signal shall provide a report of these test validation and a comparison of performance characteristics with the results of the contract number N00164-95-M-6864, requisition number 56P7551147002 program. 3.8 Allied-Signal Engineering shall work with NSWC Crane Engineering to develop a follow-on SOW which will create production documentation for the PRV configuration addressed in this (current) SOW. As this procurement is being initiated under Other Than Full and Open Competition, contract award will be made to Allied-Signal Aerospace Company if they and the Government come to an agreement on all applicable terms and conditions. This includes, but is not limited to, the Government determining the price proposed to be fair and reasonable. All responses are due no later than 4:00 PM on 5 June 1996.
