in Lima, Peru, is seeking proposals to provide technical assistance to
the Consejo Nacional del Ambiente (CONAM) and the Government of Peru
(GOP) to implement the Sustainable Environmental and Natural Resources
Management Project (SEMREM). USAID/Peru intends to award a fifty-four
month performance based contract in an amount not to exceed
$1,700,000. The Technical Assistance Provider (TAP) contractor
responsibilites will be to: (i) provide direct technical assistance to
CONAM and GOP Ministries, (ii) develop and coordinate short-term legal
and technical training opportunities for public officials, (iii) design
a system which permits CONAM and other GOP agencies to compile, manage
and distribute environmental information, (iv) provide tecnical
assistance to the contractor responsible for the implementation of
private sector advocacy activities, (v) support CONAM and other GOP
environmental-related ministries in the design and implementation of
legal and regulatory policies that will encourage the use of clean
production techniques and technologies, (vi) support CONAM and other
GOP environmental- related ministries in executing activities that will
encourage private sector adoption of clean production methods, (vii)
support the adoption of cost-effective, financially-sustainable
environmental and natural resources protection practices by the private
sector, and (viii) develop and install a ''Management Information
System'' that will permit the Project, CONAM and other GOP
environmental-related ministries to access relevant baseline data and
performance data gathered and produced through the course of the
project. The TAP contractor will provide the services of an In-Country
Advisor (ICA) to CONAM for a period of 24 months. Also, the TAP will
provide, supervise, monitor and support short-term technical assistance
through off-shore and/or visiting consultants as needed on a
case-by-case basis up to five person-months per year for a period of
4.5 years. Issuance date of the RFP will be at least fifteen (15) days
after publication of this synopsis. Proposals from prospective
contractors will be due forty-five (45) days after the issuance date.
