301-443-2475. The Office of Minority Health has a requirement to
conduct an evaluation of the Historically Black Colleges and
Universities (HBCU's) Capacity Building Program. The purpose of this
project is to study the efficacy of the cooperative agreements that
were awarded to four (4) HBCU institutions with respect to the
following policy and programmatic questions: 1) Did the program result
in the establishment of Offices of Sponsered Programs (OSP), and the
adoption of uniform processes at the institutions participating in the
demonstration? 2) Did the program result in increased funding of
research, training, evaluation and service projects at the institutions
participating in the demonstration? 3) Did the program result in
increased or enhanced activities in research, training, evaluation and
services at the institutions participating in the demonstration 4)
Were the cooperative efforts of the Federal and non-federal partners
instrumental in the accomplishment of program goals? All requests for
solicitations must be in writing and reference RFP 282-96-0020.
