Sources must meet all requirements of this synopsis at the time of proposal due to the critical nature of the mission supported. The terminal must have marine tanker offloading capability with a minimum depth of 20 meters at the off loading dock. Pipes from the ship berth to the tanks must be of stainless steel, aluminum or epoxy lined mild steel. The contractor must be able to divert the off loading pipeline into a stop tank. The pipeline must have sampling ports near the off loading header and near the storage tank. The pipeline from the berth to the tanks must have low point drains. Tanks must hold approximately 1,100,000 gallons (26,190 bbls) of fuel and must be immediately available. The tanks must be constructed of stainless steel, aluminum or epoxy lined mild steel. The storage tanks must have cone down bottoms with the capability to be pumped dry and must be isolated from other tanks by blinds, removable spools or double block and bleed valves. Tanks must have low point drains that are capable of removing accumulated water. The facility must have a truck fill stand with dedicated lines to storage tanks. The contractor will be responsible at the terminal for maintenance, stock inventory, marine tanker off loading, laboratory tests (minimum flash point, density and water) and tank truck refueling. If off loading pipeline is multiproduct, facility must ensure proper line cut. The contractor will be responsible for transport of fuel to Taif, Saudi Arabia, and must maintain at least one truck dedicated only to transport of JPTS, with capability to provide additional trucks if required.
