Klinedinst. Technical Proposals will be accepted from specialty
geotechnical retaining wall contractors for design/build conceptual
documents for the construction of six tieback/soil nail retaining walls
on Project NC NHF 421(10) in Watauga County, North Carolina. The
project consists of the reconstruction of the interchange of U.S. Route
421 and the Blue Ridge Parkway, and will include the construction of a
new concrete box girder structure, and the widening of U.S. Route 421
to a four lane divided highway. This scope of work requires the
construction of six retaining walls with a total exposed face area of
approximately 6850 square meters, and heights ranging from 5 to 10
meters. The type of wall construction is to be either tieback or soil
nail. Request for Technical Proposals No. DTFH71-96-R-00004 is to be
issued on or about May 23, 1996. This will be a two-step selection
process. The first phase will consist of the submittal of company
documentation and conceptual wall designs. The second phase will be to
have those firms deemed acceptable in the first phase prepare final
wall designs for incorporation into the project's final plans and
specifications. All documents will be furnished to the Government at no
cost. A clause will be included in the final documents stating that the
specific wall designs will only be constructed by the firm which
developed the design. These phases will be completed by October 1996.
The project is expected to be advertised in the spring of 1997. Plans,
geotechnical reports, and other documentation will be available on or
after the issuance date, from the Federal Highway Administration,
Eastern Federal Lands Highway Division, 21400 Ridgetop Circle,
Sterling, Virginia 20166-6511, telephone: 800-892-8776, at no charge to
bidders, subcontractors, and suppliers. Please call to verify
availability of the bid documents. All requests for bid documents and
planholder's lists will be mailed first class. It is strongly
recommended that all requests for bid documents and planholder's lists
be received 7 calendar days before bid opening to ensure receipt of
requested materials. Requests for 'faxing' or overnight mailing will
not be accepted. Rock cores and soil samples will be available for
review between 9:00 am and 3:00 pm, Monday through Friday, at the
National Park Service's Bluff Maintenance Area Located at mile post
245.5 of the Blue Ridge Parkway. Please call Mr. Ray Shaw at (910)

about June 28, 1996, at 2:00 pm, local time, at the Office of the
Division Engineer, Federal Highway Administration, Eastern Federal
