Scope of work consists of upgrading one geared traction freight and 6
gearless traction passenger elevators at the BH Whipple Federal
Building, Fort Snelling, Minnesota. The following equipment is to be
replaced by the elevator contractor: Controllers and motor generators,
hoist and governor ropes, hoistway door tracks, door pick-up rollers,
guide rollers and gibs, all machine room wiring, car operating panel,
door operator, car door tracks, hanger rollers and all associated
operating linkage, all hall fixtures, traveling cables and hoistway
wiring, hall door closures, replace car top leveling unit with
equipment that complies with new controller manufacturer's standard
leveling system car flooring car ceiling car lighting, hoistway
selection switch, door protection devices car and counterweight roller
guides, lobby and car position indicators lobby enunciator panel,
shunt trip feature on controllers. The following equipment is to be
added by the elevator contractor: emergency light and phone in car
operating panel, micro-processor controller with SCR solid state drive
and closed loop speed control, infra-red door protection, emergency
power, interfacing with existing life safety audio messages, selective
improvements to interior of cabs and all other work called for in the
specifications and drawings. Elevator maintenance for this project
will begin on January 1, 1997. The completion time for this project is
360 calendar days from Notice to Proceed. Estimated cost is between
$500,000 to $1,000,000. Specifications will be available on or about
May 30, 1996. A Pre-Proposal conference will be scheduled prior to the
bid opening date. Proposals will be opened privately at the General
Service Administration Property Management Contract Branch (5PMC-W),
230 S Dearborn Street, Room 3324, Mail Stop 33-3, JCK Federal Building,
Chicago, IL 60604-1696. Proposals are due on July 9, 1996 by 11:00 am
(local time) and should identify the project title, solicitation number
and proposal closing date on the outside of the envelope. The proposed
contract is being procured on an unrestricted basis and is open to all
business concerns. A subcontracting plan will be required from all
large businesses. Failure to submit an acceptable subcontracting plan
is cause for rejection of individual proposals. The small business size
standard for this project is $7 million and the Standard Industrial
