Best Value Construction Task Order Contract (TOC). The Kansas Air National Guard, McConnell AFB, Wichita, Kansas is soliciting proposals for multiple discipline, multi-year maintenance, repair and minor construction service contracts. Multiple awards will be made. Delivery orders will be issued to TOC contractors based on the low competitive price, or a combination of price and other factors (best value judgments) in accordance with FAR 16.505. Delivery orders may be issued for a period of one (1) calendar year from date of contract award, with option to extend contracts annually for four (4) additional years. Delivery orders shall not exceed a cumulative amount of $10 million to any one contractor; and an individual delivery order shall not exceed $1 million. Source selection procedures in accordance with FAR Part 15.612 shall be utilized for the basic TOC. Significant evaluation criteria for the basic contract in descending order of importance are: (1) Project Management Ability with an emphasis on Key Management Staff, Quality Control Plan, Financial Capability and Technical Support Staff; (2) Company Experience; (3) Location in relation to the worksite. It is anticipated the solicitation will be available for distribution on or about 26 June 1996. No telephone requests will be accepted.
