Best Value Construction Task Order Contract (TOC). The Kansas Air National Guard, Forbes Field, Topeka, Kansas is soliciting proposals for multiple discipline, multi-year maintenance, repair and minor construction service contracts. Multiple awards will be made. Delivery orders will be issued to TOC contractors based on the low competitive price, or a combination of price and other factors (best value judgment) in accordance with FAR Part 15.612 shall be utilized for the basic TOC. Significant evaluation criteria for the basic contract in descending order of importance are: (1) Project Management Ability with an emphasis on Key Management Staff, Quality Control Plan, Financial Capability and Technical Support Staff; (2) Company Experience; (3) Location in relation to the worksite.
