The Naval Air Warfare Center Aircraft Division Lakehurst intends to negotiate a contract for the procurement of one (1) Ruggedized Recorder System (DV-6421), four (4) additional playback speed(s): any rate between 10 and 260 Mbit/sec, one (1) each Erase Head Kit, Telescopic Slides for 19'' Rack Mounting, DV600 Maintenance Manual, Extra DA6220 Technical Manual, First Level Tool Kit, Intermediate Level Tool Kit and Training. The intended use of this recorder is to replay tapes which will be made on Schlumberger airborne recorders from the Navy's F/A-18 Advanced Tactical Airborne Reconnaissance System (ATARS) program. The ATARS is required to produce high-quality imagery/radar digital data that is specified to be format compatible and functional compliant with the pre-existing Joint Service Image Processing System (JSIPS). Certain unique capabilities, functions, and performance enhancements were specified to be incorporated into the ATARS Recording Systems by the ATARS prime contractor. The recorder being procured herein is required to replay the same ATARS recordings to the identical level of capability, function, and performance as the JSIPS in order to support international interoperability objectives of the Image Information Reformatter (IIR) Program).The IIR program is a joint venture between the US and the French Governments to exploit interfacing of advanced imagery processing systems between the two countries. This requirement is for supplies for which the Government does not own specifications or drawings to permit full and open competition. The Government intends to procure from Schlumberger Industries under the authority of 10 U.S.C. 2304(c)(1), implemented by FAR 6.302-1 and under an approved Justification and Approval (J&A)). Schlumberger is the only company with requisite knowledge and technical capability to manufacture a tape recorder which will play back tapes made on the specialized airborne recorder. Firms that recognize and produce the required item described are encouraged to identify themselves. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Delivery of all the items shall be 60 days after the date of the contract. (0144)
