Harman/Rakbs/513-255-2995 Item 0001 NSN 58PC-O - - The Air Force
Technical Applications Center (HQ AFTAC), Patrick AFB is seeking
contractors interested in Limited Engineering and Manufacturing (EMD)
develop- ment and production of a ground-based particulate collection
system to support the worldwide Comprehensive Test Ban Treaty (CTBT).
The system will be complet- ely automated to collect samples, perform
on-site analysis, and provide auto- mated reporting for monitoring of
the CTBT. AFTAC, working with the Department of Energy (DOE), has
produced a Concept Demonstration System which will be used as the
design basis for this monitoring system. Interested parties will
further refine through limited development of this design, a
economically manufactur- able and supportable system for CTBT with an
EMD unit delivered by 31 Jul 97 and an initial production option of
approximately 13 units to be delivered by 30 Sep 98. The initial
production option would also require the Contractor to install the
systems at designated US locations and provide interim contractor ea.

Alternate delivery quantities: Alt A Item 0002 NSN 58pc-1 - - support
for the period beginning upon delivery of the first production units
and ending 30 Sep 99. Additionally, it is anticipated that additional
product- ion units will be procured at a future date via a separate
contract. HQ AFTAC will hold an industry day at HQ AFTAC, on 18 Jun 96
at 8:00 AM EDT for inter- ested contractors to gather and exchange
information with AFTAC, DOE, and Air Force acquisition representatives
concerning this system. Unclassified infor- mation pertaining to this
program can be accessed beginning 24 May 96 from the Aeronautical
Systems Center (ASC) Pre-Award Information Exchange System (PIXS), an
electronic bulletin board. PIXS can be accessed either by modem
(513-476- 7217), or by the Internet using Telnet or a Worldwide Web
Browser (WWW.PIXS. WPAFB.AF.MIL). The PIXS administrator is Mr. Mike

Alternate delivery quantities: Alt A The approximate issue/response
date will be 07 Jun 96. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
