(908) 532-9783, x5473. Operational Data Bases. The Government has a
need for future Operational Satellite Databases (ODB) for the
Contingency Satellite Configuration Control Element (CSCCE) system
(AN/TSQ-172). The ODB is resident in the CSCCE system providing data
and software modules required by the CSCCE to perform its mission with
a given satellite. The purposes of the CSCCE system is to monitor,
control and configure a DSCS III satellite, providing limit checking of
satellite telemetry for anomalous conditions. The CSCCE provides
functions which perform analysis of the spacecraft's orbital parameters
and generates orbital station keeping and relocation control commands
for the spacecraft. The CSCCE also can configure the communication
payload of a given DSCS III satellite. A CSCCE ODB contains unique
software and data files to control a specific satellite in the DSCS III
constellation. To support CSCCE system control, functions are provided
in the ODB to interact with the CSCCE via menu driven displays.
Housekeeping and Anomaly Program(HAP) procedures are provided in the
CSCCE ODB to automate common procedures and schedule them for
execution. These HAP procedures will require updating and modification
for each satellite ODB. In order to perform simulation testing for
each ODB, a software tool, called Hardware Simulation Program(HSP) will
also require modification as well as the HSP Database Design Document
(HSP-DBDD). The currently available Database Design Document for the
Contingency Satellite Configuration Control Element (Spec. No.
23008275, dated 27 Oct 94) may not be accurate and complete. The
purpose of the document was to describe the design for the CSCCE ODB
and may be utilized for information purposes only. The estimated
quantity of the CSCCE ODB to be procured is ten(10) each to be
