Market Survey -- The FAA has a requirement for portable and desktop
personal computers, Maintenance Data Terminals (MDTs), for use by its
field technicians to access maintenance information. The MDTs should be
available in configurations using Windows 95 and Windows NT
Workstation. Both the portable and desktop MDTs shall equal or exceed
Pentium-class. In addition, the portable MDTs shall have clock speed of
not less than 90 Mhz, with 32 Mb of system memory and 1.2 Gb fixed
disks and the desktop MDTs shall have clock speed of not less than 150
Mhz, with 32Mb of system memory and 1.6Gb fixed disks. Microsoft
Office Professional shall be provided with each MDT. A copy of the
specification for the MDTs is available on the Internet and a hard copy
will be available upon request. The total number of units the
government anticipated on buying, leasing, or leasing with option to
purchase is 7,000 over a three year period. The vendor will be required
to provide a 3 year warranty, technology upgrades for both hardware and
software components and a toll free telephone technical assistance help
desk. In addition, the vendor will be required to deliver a maximum of
500 units per month across the conus U.S. to individual technicians.
The FAA is soliciting industry comments on the requirements outlined in
the specification and requesting quotes based on (1) straight purchase,
(2) guaranteed lease period of 36 months, (3) guaranteed lease with
option to purchase the equipment. Comments and questions will be
accepted until May 30 1996. In addition, vendor(s) who currently can
meet the specification and is interested in responding to request for
offer (RFO) at a later date, please provide to the FAA by May 30, 1996,
a copy of its specification sheet, quotes and a schedule for delivering
500 units per month. An Operational Capability Demonstration may be
required. The FAA does not intend to pay for the cost of submitting a
