SMC is pleased to make available its FY97 SBIR draft topics to small high-technology business firms with strong research and development capabilities in science and or technology who are encouraged to submit proposals to SMC under the Defense SBIR Program. This presolicitation announcement is made by the SMC Office of Research and Technology Application (ORTA) on behalf of Small and Disadvantaged Business Utilization, SBIR Program. The SMC topics contain the same information as will appear in the DoD SBIR program solicitation 97.1, including information on the individual sponsoring the topic(s). This pre-release will give small companies an opportunity to ask technical questions about specific solicitation topics by telephone before the solicitation release. DoD SBIR Solicitation 97.1 (containing SMC Topics) will be release 1 Oct 96. Once the solicitation opens on 1 Oct 96, technical information (this includes specifications, recommended approaches, further refinement, the limiting of topic area, and the like) will no longer be accepted during the solicitation period, except through the DTIC SBIR Interactive Technical Information System (SITIS). DoD Solicitation 97.1 will be mailed to all firms registered, as of 21 Jul 96, with Defense Technical Information Center (DTIC) program office. To place your name on the SBIR/STTR mailing list call (800) DoD SBIR or e-mail a message to sbir@dtic.dla.mil. Firms not registered with DTIC can obtain a copy of the solicitation from three sources: (1) Beginning 1 Oct 96, the solicitation book and/or floppy diskette are available from DTIC by calling (800) DoD-SBIR. (2) Internet access to the current DoD SBIR solicitations is provided by DTIC, four to six weeks before the official release date of the solicitation. These files may be accessed on the World Wide Web, the URL is http://www.acq.osd.mil.sadbu.sbir. Topic author information will be listed on the file marked DoD SBIR Pre-Release. (3) The DoD SBIR solicitation can be obtained electronically using Business Gold, the National Technology Transfer Centers bulletin board system. Connect via Internet by teleneting to iron.nttc.edu or using Worldwide Web address http://www.nttc.edu, or by dialing (304) 243-2560 for high speed modems (9600+) or (304) 243-2561 for 1200-2400 baud modems and logging in as guest. The Defense SBIR Program is restricted to small business firms organized for profit with 500 or fewer employees, including all affiliated firms. (0144)
