Nuclear Agency (DNA) is seeking technical support in the performance of
a thorough review of all DOD models of nuclear and natural disturbed
environments that allow evaluation of HF/VHF systems performance and
mitigation of adverse effects on performance. A comprehensive and
upgraded model shall be developed which is relevant to the current
operational concepts and requirements for HF/VHF systems of DOD.
Focusing on DNA small structure global model, WBMOD for bottomside
ionosphere, that predicts Spread Doppler Clutter (SDC) for over-the
horizon radar (OTHR) and HF propagation through the oblique paths, the
upgraded model shall be validated. Existing data from HF channel probe
campaigns (of natural disturbed ionosphere) in the equatorial and
mid-latitude regions shall be used for the validation. Further
validation of nuclear environment effects on HF/VHF propagation model
shall be provided by available ionspheric disturbance taped data of the
FISHBOWL series of atmospheric nuclear tests. A technical database
shall be provided for potential development of enhanced remote OTHR
monitoring techniques for detection and tracking of low flying
penetrators, small targets, or cruise missiles. A validated SDC
environment model for the equatorial geometry shall be developed to
analyze the performance of a new OTHR to be installed in Puerto Rico in
July 1997 for counter drug operation by SOUTHCOM. All contractor
personnel will require a DOD security clearance of SECRET. Note that
this procurement is a Total Small Business Set-Aside with SIC Code
