Komer. Professional A/E Services for Misc. Environmental Services for
shore facilities and offshore aids-to-navigation facilities. Shore and
offshore facilities include buildings, waterfront facilities,
lighthouse structures and grounds. Provide professional A/E consultant
services for various environmental engineering inspections,
investigations, assessments, impact statements, designs, government
cost estimates, compliance monitoring activities, environmental
management plan development, environmental permit
preparation/compliance, review of government designs, and construction
inspection services. Services may be required in the states of the
Second, Fifth and Ninth Coast Guard Districts including but not limited
to the following: Northern AL, AR, CO, DE, IA, IL, IN, KS, KY, MD, MI,
MN, MO, Northern MS, NC, ND, NE, NU, NY, OH, OK, PA, SD, TN, VA, WI,
WV, WY. Services required may include: (1) environmental investigation,
assessment, and reporting (PAs, SIs, RIs) under RCRA, CERCLA, TSCA,
CWA, CAA, SDWA, and other applicable Federal and State laws; (2)
design, install, operate and maintain remedial systems, cost estimates,
and construction inspection of remedial design for sites contaminated
with solvents, heavy metals, PCB's, petroleum hydrocarbons, hazardous
and other regulated wastes, and radon, lead paint, and asbestos
abatement; (3) for Item 2, analysis of remedial alternatives,
recommendation of cost effective alternatives, and development of final
designs and construction contract documents; (4) environmental permit
compliance requirements; (5) development and certification of spill
plans, storm water management plans, community relations plans and
assistance with fulfillment of public participation requirements, and
other environmental management plans; (6) environmental auditing; (7)
development of environmental data bases and data entry; (8) NEPA
documents such as environmental assessments and impact statements
addressing such areas as, but not limited to, geology and soils, water
and air resources, fishery resources, wildlife resources, endangered
species, recreation, historical and archaeological resources,
socioeconomic resources and aesthetic resources. Most work will consist
of delineating contamination plumes, developing/screening remedial
alternatives, developing remedial designs, developing construction
drawings and specifications, independent review of government projects,
development of environmental management plans, and environmental
auditing. The U.S. Coast Guard (USCG) intends on issuing indefinite
delivery contract(s). The USCG reserves the right to make multiple
awards. The term of the contract will be one year starting from the
date of contract award. The basic contract will be limited to $300,000
per individual task order, $1,500,000 per year, with a guarantee of
$5,000 minimum placed against it. The government has the option to
extend the term of the contract one year. This announcement is open to
all businesses regardless of size. Firms will be selected based upon
the following weighted criteria: a) TECHNICAL EXCELLENCE (27%) as
demonstrated by the ability of the firm to implement a variety of
chemical and biological approaches to solve groundwater and soil
contamination problems in a cost effective manner, capabilities in
developing and implementing environmental management plans, permit
applications, remedial investigations and risk assessments, ability to
design, install, operate and maintain remedial systems, and ability to
understand and apply federal, state, and local regulations to develop
and negotiate compliances strategies. Firms should demonstrate
technical excellence by detailing their successful clean closures
and/or reductions in contaminant levels for groundwater and soil and
the time frame implementation. In-situ remedial alternatives should be
emphasized. These projects should be referenced in Block 8 of the SF
255. b) PRIOR EXPERIENCE AND PAST PERFORMANCE (23%), including
experience with projects similar in size and scope to the types of
projects the USCG anticipates at the site, ability to complete tasks in
required time frame, accuracy of construction cost estimates, and
ability to respond to short regulatory deadlines. c) MANAGEMENT
CAPABILITIES (23%) as demonstrated by internal quality control and
quality assurance procedures used to ensure technical accuracy and the
coordination of disciplines, the structure of the firm as it relates
to the overall approach to project management, capability to perform
work in house and ability to manage fluctuating work load. d) PERSONNEL
QUALIFICATIONS (20%), which includes the numbers and types of
professional employed, past performance of relevant work experience of
those individuals who would be committed to USCG projects,
professional accreditation of employees, and adequate representation of
minorities and women personnel qualified and available to work on
design projects in comparison to number of equally qualified and paid
minorities and women located in the Standard Metropolitan Statistical
Area of performance. Firms should have professionals licensed in the
service area states or demonstrate the ability to obtain these license
professionals. e) COMPUTER CAPABILITIES (7%) as demonstrated by
possession of autoCAD release 12 for windows, and ability and past
experience with developing computer data bases. Firms will be required
to use CE-CADD overlays, version 5.2 or higher. Firms desiring
consideration are invited to submit SF 254 and SF 255 - annotate with
the solicitation number DTCG83-96-R-3CL193. Only those firms which meet
the USCG's requirements as outlined above will be given consideration.
USCG recommends that Block 10 of the SF 255 contain a one page
executive summary of the firm's field(s) of expertise. In order to be
considered, the required forms should be received by 1:30 PM EDT, 26
June 1996. This is not a request for proposal. An RFP will NOT be
