Quotation (RFQ). The contractor shall provide all personnel, labor,
supplies, materials, equipment and transportation to assess current
objectives and progress indicators of CDC-funded Traumatic Brain
Injury/Spinal Cord Injury (TBI/SCI) programs based in State health
departments. The focus of this assessment will include the development
of critical indicators (process and outcome) that can be used to
assess the efficiency and effectiveness of these programs at all stages
of development and implementation. Specific task shall include: (1)
Development of work plan, (2) Conducting literature review, (3)
Development of Logic Model, (4) Reporting on Logic Model, (5) Assessing
the consistency of Logic Model with program goals, (6) Determining if
indicators will serve as basis for program evaluation, (7)
Design/development of data collection instruments used in program
evaluation and (8) Final reporting requirements. All offers submitted
must specifically address the following elements: A. In-depth knowledge
of National Center for Injury Prevention and Control (NCIPC) and
Disabilities Prevention Program (DPP) missions, structures, and
programs (including NCIPC programs funded state-based injury control
and DPP funded disabilities prevention programs as evidenced by
previous experiences conducting or related work for the NCIPC or DPP).
B. Experience conducting an evaluability assessment. C. Knowledge of
the field of injury control and disabilities prevention. D. Knowledge
of university-based, government-funded extramural research E. Knowledge
of CDC granting mechanisms and F. Knowledge of public health systems
operating at the federal, state and local levels and CDC's role and
mission within these systems. The period of performance is for one
