PUBLICIZED IN THE CDB DATED 04-22-96 HAS BEEN CHANGED FROM A NEGOTIATED
PROCUREMENT (DAAC01-96-R-0013) TO A SEALED BID PROCUREMENT WITH A NEW
SOLICITATION NUMBER (DAAC01-96-B-0021). REMOVAL AND DISPOSAL OF
INDUSTRIAL AND HOUSEHOLD WASTE. The work consists of collecting non
hazardous solid waste from Anniston Army Depot and disposing of this
waste in an approved Resource Conservation and Recovery Act (RCRA)
Subtitle D Disposal Facility. The Contractor shall provide all labor,
equipment, containers, and transportation to collect and transport the
solid waste to the final disposal site. Subtitle D Solid Waste types
include: Industrial Waste, Household Waste, Asbestos Waste and Special
Waste. Industrial waste includes but is not limited to demilled
military equipment, hardware, ashes, construction debris, demolition
debris, industrial waste, rubbish, and trash, as defined in Alabama
Department Environmental Management (ADEM) Administrative Code R.
335-13-1.03. Household waste includes garbage (including putrescible
animal and vegetable waste), dead animals (deer, dogs, etc.), shelf
life expired pharmaceuticals and trash derived from cafeterias and
households as defined in ADEM Administrative Code R.335-13-1.03.
Asbestos waste includes items which contain friable and/or non-friable
asbestos. Special waste includes but is not limited to sewage sludge,
PCP treated wood, soil contaminated with petroleum products, ground
water treatment filter cake, spent blast media, and steam cleaning
filter cake. The estimated amount is 11,510,000 pounds of solid waste
per year, approximately 221 collection containers with 150 total cubic
yards of capacity. Onsite manager will be required. An environmentally
sound disposal plan must be submitted as a part of bid which complies
with all applicable federal and state regulations. A listing of the
publications and regulations will be included in the solicitation. One

for the period of 9 October 1996, or date of award if subsequent
thereto, through 8 October 1997, with four one-year options. All
responsible business concerns may submit a bid~ which will be
considered. Request for solicitation must be in writing and or
acceptable by FAX 205 235-6353. Telephonic requests will not be
acknowledged. Companies who previously requested Solicitation No.
DAAC01-96-R-0013 will not need to re-request solicitation - those
companies will be included on the new solicitation (DAAC01-96-B-0021)
