The Internal Revenue Service (IRS), National Director Communications
Division is seeking offers from organizations willing to furnish all
necessary materials, facilities, creative services and personnel to
disseminate a year-round information and educate program about
taxpayers responsibilities to meet the requirements of the law. The
base period of performance for this acquisition is from the date of
award through November 30, 1997. the continuous need for this support
makes it desirable to use 4 one-year optional periods. The IRS seeks to
publicize and promote its tax programs and services year-round with
major emphasis during the filing season (Janyary through April 15),
using demonstrated expertise in radio, television, film, print and
multi-media concept development and production i.e. including outdoor
and transit media; market research and analysis; media monitoring; mail
list development maintenance and distribution; as well as the
developmentd of the advertising, marketing and communications planning
strategies. The contractor must also demonstrate (as it relates to
marketing and communications) the ability to know the latest technology
in the computer arena including the internet, computer software design
and other necessary computer related programs. The projects shall
include, but not be limited to developing and executing the following
in English and Spanish and other languages: PSA radio, television and
print campaigns, direct mail, evaluation of materials, promotional
events and trade shows, outdoor and transit media, computer network
marketing, telemarketing, market and audience research and educational
programs. If your organization (including proposed subcontractors)
cannot demonstrate expertise in all areas listed above it will not be
considered for award. Contractors performing film and video tasks under
the contract must be registered with the Federal Audiovisual Contract
Management Office (FACMO) and listed on the Qualified Film Producers'
List and the Qualified Video Producers' List maintained by the office.
Offerors participating in this procurement action will be required to
respond to evaluation criteria similar to the following: TECHNICAL
PROPOSAL (1) - Experience and capability in Using Market Research to
Plan and Evaluate Information Campaigns. (2) - Adequacy and Experience
of Staff. (3) - Experience in Developing National, Multi-Media
Communication Service Campaigns for Government Agencies or Private
Industry. (4) - Past Performance. ORAL PRESENTATION (1) - SAMPLE
PRODUCTION (A) - Creativity as Demonstrated in Sample Products. (B) -
Technical Quality of Sample Products. This is an unrestricted
