The acquisition is for a broad range of maintenance, repair, and minor construction work on real property at Robins AFB GA. The work is required in support of Base Civil Engineering activities. The contract will be an indefinite delivery-indefinite quantity (IDIQ) type and will include a wide variety of construction tasks as identified in the RS Means Guide. During the contract period, the Base Civil Engineer will identify the construction tasks required to complete each specific job and the Contracting Officer will issue individual delivery orders to the contractor to complete the work. The contractor will be required to furnish all materials, equipment and personnel necessary to design, manage and accomplish the work. The guaranteed contract minimum is $20,000, which will be satisfied by issuing the first delivery order simultaneously with the basic contract. The contract maximum is $25,000,000 (5,000,000 per year for the base year and four option years). Delivery orders will range from $500 - $300,000. Offerors will be required to provide proof of bonding capacity of $5,000,000. Offerors are advised that technical and past performance proposals will be required. Only one award will be made as a result of this solicitation. The successful contractor will be required to accomplish a minimum of 40% of the work with his own work force. Submissions in response to this Request for Proposal will be evaluated in accordance with streamlined source selection procedures as outlined in AFFARS Appendix BB, as supplemented.
