David L. Chittenden, (813)828-3815x367. The Government is seeking
sources to provide a mobile communications package mounted in a High
Mobility Multipurpose Wheeled Vehicle (HMMWV). The enroute
communications package must provide access to the UHF Tactical
Satellite System in addition to UHF, VHF, and HF networks while inside
the vehicle and on-the-move. The Government also intends to use this
C2 vehicle as an enroute communications package while aboard a military
aircraft. The communications package in the vehicle shall also be
packaged to provide rapid removal and utilization in a fixed
(non-mobile) environment. The Government estimates that the
communications equipment can be housed in a total of two transit cases
and would be positioned on the platform of the HMMWV in between the
individuals in the back seats to allow access for radio operations
(frequency changes, configurations, ect...). A third transit case may
be needed for spare equipment, cables, and other accessories; however,
the Government does not want to limit itself to any particular type of
configuration. The primary power source would be from the HMMWV's
engine while on the ground and from aircraft generators while in the
air. This requirement shall be addressed from two approaches. First,
while on the ground and mobile, an inverter will be needed to convert
power from the engine to the appropriate DC voltages. However, while
enroute in the air, the package will power directly from the aircraft's
DC bus. Second, when the package is removed from the vehicle and placed
in a fixed environment, an AC to DC converter will be needed. The
Government currently possesses most of the assets required to be
included in the C2 vehicle (the HMMWV, all radio systems to include
encryption devices and cables, DC to AC power converters, ect...). The
following items would need to be included in the acquisition prior to
integration: Transit cases, vehicle mounted HF whip (flexible)
antenna, vehicle mounted VHF antennas, onmi-directional UHF antenna
(with additional gain), inverter (to convert engine power to DC), and
a radio access panel (allows users to switch between nets). Request
