Development - Pre-Solicitation Notice. MODULAR AIRCRAFT SUPPORT SYSTEM
(MASS) SOLICITATION #F41624-96-R-5002. This announcement servies two
purposes. First, is to announce the Air Force Armstrong Laboratory is
inviting potential offerors to a Pre-Solicitation Conference. The
second is to announce that all future information regarding the Modular
Aircraft Support System (MASS) solicitation will be posted to the San
Antonio RFP and Aquisition Highway (SARAH) Home page available through
the internet. The Logistics Research Division, Human Resources
Directorate of the Air Force Armstrong Laboratory (AL/HRG), Wright
Patterson AFB, OH is planning to acquire an advanced development
project on modular ground support equipment (reference SSS PKR 96-13).
A Pre-Solicitation Conference will be held on the 4th of June, 1996 at
WPAFB, OH, Bldg 441, Area B. Seating will be limited to two
representatives per company. The agenda will include a discussion of
the technical requiements of the contract, and an overview of delivery
order task management, meetings, and Integrated Product/Process
Development (IP/PD) participation. Next, the government will discuss
its approach to streamline the acquisition process, and the
implications on the evaluation process and contract management. The Air
Force procurement approach is to competitively award an Indefinite
Delivery/Indefinite Quantity (ID/IQ) Cost Plus Fixed Fee contract. The
contract will have a five year period of performance. The contractor
will be required to provide research, analysis, techology development,
and evaluation activites aimed at new technologies and concepts for
aircraft ground support equipment. Additionally, one-on-one conference
periods will be available starting the afternoon of 4 June 96 for
serious offerors to ask competition sensitive questions. One-on-one
conference periods are by appointment only and will not be limited in
seating. Those offerors desiring to attend the conference should e-mail

desiring a one-on-one conference period should call Mary Louise Smith
at (513) 255-9943 to schedule an appointment. The RFP is planned for
release in July of 1996 with an anticipated contract award on later
than 30 September 1996. Brooks AFB has established a Home Page
available through the internet. The contracting office intends to use
this Home Page to post all future information regarding this
solicitation. The Home Page is located at http://www.brooks.af.mil and
attached to the home page is a pointer to San Antonio RFP Acquisition
Highway (SARAH). Various documents associated with the MASS RFP are
currently posted under SARAH. Contractors are invited to comment on the
draft documentation before they become final. Contractors may also use
SARAH to register their companies as potential offerors for the MASS
RFP. Any changes or updates will be posted on the Brooks Home Page. The
Human Systems Center (HSC) has established on Ombudsman to address your
concerns on a non-attribution basis. Potential offerors are encouraged
to exhaust all avenues within the contracting and program management
chain as the Ombudsman is not meant to be a substitute for actual
