A -- SPECIAL STUDIES AND ANALYSIS FOR THE OFFICE OF THE MANAGER NATIONAL COMMUNICATIONS SYSTEM'S OFFICE OF TECHNOLOGY AND STANDARDS (NCS-NP) SOL DCA100-96-R-0048 POC Capt Douglas F. The Office of the Manager National Communications System (OMNCS) intends to procure on a sole source basis to Bell Communications Research, Inc., 3 Corporate Place, Piscataway, NJ 08854 for research and development services that will lead to the implementation of a set of Intelligent Network (IN) and Advanced Intelligent Network (AIN) capabilities and interoperable services that will effectively support National Security and Emergency Preparedness (NS/EP) functional requirements. The planned follow on research and development activity will draw upon the results from the current Bellcore AIN contract DCA100-92-C-0156 with the OMNCS, and will involve technical analysis of AIN Generic Requirements and IN International Standards and services, planned and current Local Exchange Carriers (LEC), Regional Bell Operating Companies (RBOCs), and Inter Exchange Carriers (IEC) capabilities and lab facilities. The activity will also include the performance of an assessment to determine how these capabilities will effectively meet current NS/EP functional requirements and emerging NCS Member Agency requirements for integration with the Wireless Intelligent Network and multimedia services. The contractor will also provide the technical support needed to plan for the demonstration of a candidate government selected set of AIN services, and will be required to develop a demonstration plan of these services, conduct the demonstration, and record and document the results. The contractor will support the Advanced Intelligent Network Program Office of the OMNCS in their development of Government action plans which incorporate and include AIN technology into the NS/EP telecommunications planning process and Government Emergency Telecommunications Service (GETS). The purpose of the contract is to define a candidate configuration of AIN voiceband and IN data capabilities and services, that can be developed to meet NS/EP functional telecommunications requirements, and to identify an integrated approach for offering these services on a common platform. The contractor will be required to prepare comprehensive plans to demonstrate in a lab environment, the integrated offering of AIN voice, textual data and video applications across multiple carriers, in offering capabilities in support of an NS/EP driven demonstration scenario. The contractor will conduct demonstrations, and summarize results. The contractor will assess FCC Network Reliability Council concerns regarding AIN survivability, reliability, interoperability and security, and develop an NS/EP architecture consistent with stated concerns to include those regarding Open Network Architecture legislation. This contract will build upon the initial research and development of AIN and will complete research of AIN technology up through technology maturity. See numbered Note 22. (0145)
