Division, Naval Surface Warfare Center (NSWCCD) intends to negotiate on
a sole source basis with the University of Maryland, Center of Marine
Biotechnology (COMB). This procurement is being pursued as a sole
source follow-on effort to prior research conducted in conjuction with
COMB, and unacceptable delays in the completion of this research would
result if other sources were considered at this time. The Biotechnology
Laboratory at NSWCCD in Bethesda, MD, has a requirement for a fully
equipped facility with expertise in microbial attachment (biofouling
and biocorrosion), molecular biology, microbial products, (i.e.,
bioemulsifiers, biosurfactants, lipases, esterases, etc.), applied and
environmental microbiology including bioremediation, protein pattering
for biosensors, growth and maintenance of marine animals and plants,
and acoustic effects on marine organisms. The facility must have: (1)
facilities for the production of polyclonal and monclonal antibodies;
(2) equipment and expertise for fluorescent labeling studies; (3) an
anaerobic atmospheric hood; (4) expertise in microbial physiology and
microbial genetics for marine microbes, soil microbes and freshwater
microbes (aerobes, facultative anaerobes and strict anaerobes); (5)
HPLC, GC/MS, and NMR equipment; (6) equipment and expertise for
molecular biology experiments including DNA extractions, restriction
digests, agarose and polyacrylamide gel electrophoresis, nick
translation, Southern Blots and Western Blots; (7) facilities for
growth of marine animals and plants, including finfish. Close contact
with the researchers at NSWCCD will be essential; therefore, weekly
reports via the telephone and monthly meetings at NSWCCD are required.
The contract is good for a period of three years. See numbered note
