17. 1. CONTRACT INFORMATION: The proposed services will be obtained by
a negotiated Firm Fixed Price Contract for Construction Managment
Services at the Selfridge ANG Base, Michigan. The estimated
construction costs is more than $10,000,000. The estimated starting
date is October 1996 with completion date of October 1998. Before award
of this contract, the firm (if not a small business concern) shall be
required to present an acceptable small business and small
disadvantaged business subcontracting plan in accordance with public
law 95-507. To meet the current subcontracting goals, 52.5% of the
total subcontracted dollars must go to small business firms, 8.8% must
go to small disadvantage business firms, and 3.0% must go to woman
owned firms. The plan is not required with this submittal. 2. PROJECT
INFORMATION: The scope of services consists of but are not limited to
management of the construction contract and full- time onsite
inspection of the work. The CM team should consist of a Project Manager
who will not be onsite, and a Construction Manager, a Construction
Inspector and a Document Control Clerk, who will be on site full time
for about two years. The Project Manager shall be a principal of the CM
firm, be located in the office of the CM firm, and shall have overall
supervisory responsibility. The Construction Manager shall have a BS
degree in construction management or civil engineering, be a
professional, registered engineer or have equivalent satisfactory
experience, and have 10 years experience in underground utility
construction work. The Construction Manager shall have experience and
capablity in inspection, contract administration, estimating, and use
of office computing hardware and software, and shall be knowledgable of
Government regulations and procedures. The Construction Manager's
duties will include overall coordination of the construction
management, management of the construction contract, holding progress
and partnership meetings, performing cost analyses and pre-negotiation
objectives for change orders, processing submittals to and from the
A/E, evaluating schedules and progress, checking pay requests, making
reports, coordinating daily construction activities with the Base, and
daily reporting to the Corps Project Engineer. 3. SELECTION CRITERIA:
Submittals will be evaluated as follows in descending order of
importance: (1) Specialized experience and technical competence (2)
Professional capabilities (3) Geographical location (4) Past
Performance (5) Capacity to accomplish the work (6) Any other special
qualification required under this announcement. The Construction
Inspector should have 5 years experience in underground utility
construction work, and have experience and capablity in civil
construction inspection. The Inspector's duties will include daily
inspections and reports, measurement of quantities, administering the
project quality control and safety programs, and making test cylinders.
The Document Control Clerk should be proficient in use of word
processing and spreadsheet software, with duties to include logging,
filing, transmitting, and receptionist. Experience of the CM team
members with projects of similar size and scope, and with Federal
facilities, will be a significant selection criteria and must be
indicated by resumes in the SF 255. Proximity of the CM firm to the
jobsite will also be a significant selection criteria. The SF 255 must
include a diagram showing the team organization to accomplish the
construction management requirements of this project. Firms should
indicate also experience in Partnering and their interest in Partnering
for this project. 4. SUBMITTAL REQUIREMENTS: Firms which are interested
and meet the requirements described in this announcement are invited to
submit one completed SF 255, U.S. Government A/E and Related Services
for Specific Projects to the office shown above. All responses on SF
255 to this announcement must be received by 30 calendar days after the
publication to be considered for selection. The day following the cbd
announcement will be counted as day 1. If the 30th day falls on
Saturday, Sunday or an U.S. Government holiday, the deadline is the
close of business on the next government business day. It is requested
that interested firms list the fee amount and date of all DOD
contracts awarded during the last 12 months to the firm and all
subsidiaries in block 9 of the SF255. Responding firms must submit a
current and accurate SF254 for each proposed consultant. Additionally,
all responding firms which do not have a current (within the past 12
months) SF254 on file with the North Pacific Division, Corps of
Engineers, must also furnish a completed SF254. Business size status
(large, small, and/or minority) should be identified in block 3 of the
SF255. Definition: a concern is small if the annual receipts average
over the past 3 years do not exceed $2.5 million dollars. No other
information including pamphlets or booklets is requested or required.
No other general notification to firms under consideration for this
project will be made and no further action is required. Solitication
packages are not provided for A/E contracts. This is not a request for
