Architect-Engineer Services Contract for the Preparation of an Army Family Housing Master Plan, Various Locations, Oahu, Hawaii. CONTRACT INFORMATION: A-E services are required for a family housing master plan document for Army facilities on Oahu, Hawaii. An A-E contract will be awarded prior to October 1996. Completion of preliminary and final planning reports is estimated to be approximately 600 calendar days. The price is estimated to be between $1,000,000 and $5,000,000. This announcement is open to all businesses regardless of size. If a large business is selected to negotiate a contract estimated to exceed $500,000, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for this contract are that a minimum of 50% of the contractor's intended subcontract amount be placed with small business (SB), which includes small disadvantaged businesses (SDB), and 30% be placed with SDB. The subcontracting plan is not required with this submittal but the successful large business firm must submit an acceptable plan before any award can be made. PROJECT INFORMATION: Completion of the Family Housing Survey and Deficit Reduction Program by preparing an overall Army family housing master plan. The family housing master plan will capture information and recommendations from an existing family housing study and tie together the separate installation master plans, housing and barracks renewal plans, and Schofield Historical Preservation Plan to develop a comprehensive plan and link it to installation status reports. The existing family housing stud addresses requirements to upgrade living conditions of Army family housing units. It identifies recommended repair and improvements to the family housing units. The A-E shall review and validate the report's recommendations with the Government and make necessary revisions by integrating and incorporating related information from other installation master plan initiatives; other planned/programmed family housing, barracks renewal, and other construction projects (repair, renovation, revitalization, or new construction); and historical preservation plans). The A-E shall also evaluate the family housing master plan'simpact on the installations' infrastructure. The report shall develop and propose recommended projects and may include prioritized implementation plans; programming documents; associated environmental studies/documentation; cost estimates; and updated utility plans. Selected report maps and drawings may be required to be prepared on CADD/GIS. SELECTION CRITERIA: See Note 24 for general selection process. The selection criteria in descending order of importance are listed below. Criteria (a) through (f) are primary. Criteria (g) through (i) are secondary and will only be used as a tie-breaker among technically equal firms: (a) professional qualifications of the firm's staff/consultants to be assigned to the projects; (b) specialized experience of the firm in master planning, planning of military family housing communities, and infrastructure studies; (c) the firm's past performance on DOD and private sector contracts (cost control, quality of work, compliance with schedule); (d) capacity of the firm to accomplish work in the required time (size of firm, workload, etc.), and (e) knowledge of the locality of the project, (f) demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. (g) geographic proximity, (h) extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort, and (i) volume of DOD contract awards in the last 12 months, Offer must provide adequate documentation in blocks 7g and 10 of the Standard Form 255, Architect-Engineer and Related Services CEPOD-ET-MA Questionnaire for Specific Project, to illustrate the extent of participation of the above-mentioned groups in terms of the percentage of the total anticipated contract effort. SUBMISSION REQUIREMENTS: Firms desiring consideration must submit a Standard Form 255 no later than 4:00 p.m., Hawaiian Standard Time, by the due date shown above or within thirty (30) calendar days from date of this announcement, whichever is later. Should the due date fall on a weekend or holiday, the submittal package will be due the first workday thereafter. All responding firms must also include a completed Standard Form 254 for themselves and their subconsultants, if not already on file with the Pacific Ocean Division. Submittals will be sent to the address shown above. Small and disadvantaged firms are encouraged to participate as prime contractors or members of joint ventures with other small businesses. All interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum possible extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507.
