Architect-Engineer Services. The Iowa Air National Guard located at the
Sioux Gateway Airport, Sergeant Bluff, Iowa wishes to select an
Architect-Engineer (A-E) firm for Type A, B and C services for the
design of an addition and alteration to existing Aircraft Corrosion
Control Facility. The project will consist of and addition of 10,000
SF, alterations of another 10,000 SF and an estimated cost between
$1,000,000.00 and $5,000,000.00. Areas under design will be concrete
footings and slabs for metal framed and metal sided bay extensions and
new chemical wash addition. Extend utilities into new areas. Replace
siding on existing facility. Upgrade and expand Electric, Lighting,
fire detection, water and sewer. Provide oil water separator. Remove
and replace concrete parking apron, Install paint equipment. Work
includes the production of plans and drawings utilizing a CAD system
compatible with ACAD13, specifications, cost estimates, fact findings
studies, material submittal schedules, surveys, tests, investigations
and economic analysis as required to execute the project. The following
are the significant A/E selection factors and their relative order of
importance to the government: professional qualifications necessary for
satisfactory performance of required services; specialized experience
and technical competence in the type of work required; capacity to
accomplish the work in the required time; past performance on contract
with government agencies and private industry in terms of cost
control, quality of work, and compliance with performance schedules;
location on the general geographical area of the project and knowledge
of the locality of the project, provided the application of the
criterion leaves an appropriate number of qualified firms, given the
nature and size of the project; demonstrated success in prescribing the
use of recovered materials and achieving waste reduction and energy
efficiency in facility design; volume of DOD work previously awarded
the firm. The estimated start date for the A/E contract is 16 September
1996. This is not a request for proposal. Response to this notice must
be received in the Office of the United States Property and Fiscal
Officer, Purchasing and Contracting Division, Camp Dodge, 7700 N.W.
Beaver Drive, Johnston, IA 50131-1902 by close of business, 4:30 p.m.
