in participating in a potential Department of Defense (DoD) civilian
pay program. If the DoD makes a determination to contract out the
civilian payroll functions, for other than nonappropiated fund
employees, the contractor would be responsible to process pay and
leave; produce accounting information for the pay of approximately
840,000 DoD civilians, employed by the United States Army, Navy, Air
Force, Marines and Defense Agenices stationed at various geographical
locations worldwide; and support disbursements amounting to
approximately $3.5 billion monthly. All operations would be in an
environment conducive to support Pivacy Act requirements and security
of systems. Provide contingency plans for systems, operations and
communications. Be responsible for providing operating location(s),
personnel, system(s), and a communications network to support standard
DoD civilian pay business practices and procedures. The requirements
will be described in more detail if the DoD determines to contract with
private sector sources for the civilian payroll function. All
interested parties should submit one copy of supporting documentation
explaining their technical qualifications to meet the DoD civilian
payroll requirements and functions. This information is for research
