Kliment, (713) 483-4168 This notice constitutes a Request for Quotation
(RFQ) for a space-qualified pyrotechnic vendor to manufacture and test
the KuBand Guillotine Pressure Cartridges (NASA P/N SKD26100105-301),
also known as the Common Cartridge, in accordance with requirements
set out in a NASA-generated Statement of Work. The Common Cartridge is
a pyrotechnic device used on the Shuttle Orbiter and on a number of
payloads. It is used in three emergency release devices on the Orbiter:
Type I Guillotine, KuBand Guillotine, and KuBand Release Nut. The
cartridge is ignited with a NASA Standard Initiator (NSI). Fabrication,
assembly, and lot acceptance shall be conducted using contractor
procedures. These procedures, and any additional procedures required
for the manufacture of these devices, shall have the Contracting
Officer's Technical Representative's (COTR) and the NASA Quality
Engineer (QE) approval prior to the Phase I/II review establishing the
control documentation for production. Tooling required for fabrication
and pyrotechnic loading of the device will be contractor-furnished
equipment. An N-Ray and an X-Ray of each cartridge shall be made at the
completion of assembly. The Contractor shall conduct tensile tests on
three standard tensile bars (coupons) per AMS 5662. More detailed
performance expected from the contractor is specified in the Statement
of Work This notice serves as the only solicitation; quotes are being
requested and a written solicitation will not be issued. However, a
copy of the Statement of Work can be obtained by contacting the COTR
for this procurement, Carl Hohmann at (VOICE) 713/483-4533 or (FAX)
713/483-3096. This procurement is being conducted under the Simplified
Acquisition Threshold (SAT) portion of the Federal Acquisition
Streamlining Act (FASA). The quoter shall state in their quote their
size status for this procurement as well as whether they are minority
or woman-owned. Questions regarding this acquisition must be submitted
in writing to the contracting officer via E-mail at

are due 15 days after publication of this notice in the Commerce
Business Daily and must be submitted to the address specified above to
the attention of the contracting officer. Selection and award will be
made on an aggregate basis to the lowest priced, technically
acceptable quoter. Technical acceptability will be determined by
information submitted by the quoter providing a description in
sufficient detail to show that the product quoted meets the
Government's requirement. The period of time expected for the
Contracting Officer to solicit/evaluate vendor quotes and issue the
purchase order will be approximately 3 days from publication of this
