STRETCHER - The Navy is conducting a market survey to identify sources
of Emergency Evacuation Hyperbaric Stretcher's (EEHS's) meeting our
requirements; and upon which the Navy might conduct environmental,
performance and operational testing and evaluation. The goal of the
testing and evaluation will be to qualify the candidate EEHS for
approval for Navy use and procurement. The EEHS will provide an easily
transported means of emergency evacuation of a casualty while under
pressure from the diving accident site to land based/hospital
hyperbaric facilities. Design and fabrication of the EEHS must meet
national safety standards for pressure vessels for human occupancy for
a minimum rated pressure of 30 psig. The EEHS must be designed for
manual transport and weight less than 150 lbs. The minimum internal
dimensions of the EEHS are 80 inches of length and 22 inches of
diameter. A means of pressurizing and ventilating the EEHS with air is
required. The EEHS must incorporate a means of observing and
administering oxygen to the occupant while pressurized. The EEHS must
be easily stored and would ideally be collapsible in a compact storage
container. The intent of this announcement is to identify sources for
the procurement of test articles. If testing satifies the U.S. Navy's
needs, a follow-on procurement of approximately twelve (12) units will
be initiated in FY99. Firms interested in being considered should
submit, in writing, their qualifications and experience for evaluation.
All interested firms should provide pertinent information concerning
current in-house capabilities and practices; quality control; quality
assurance; and demonstrated ability, and successful and timely
completion of similar work as demonstrated by a listing of past
commercial and military customers, contract numbers, points of contact
and work descriptions. This announcement is a request for information
only and is not a request for proposal (RFP) or announcement of
solicitation. Activities which fail to respond to this notice will not
be placed on the bidders list for a solicitation that calls for
proposals for test articles and options for subsequent production
units. No telephone inquiries will be accepted. The Government will not
pay for any material provided in response to this synopsis nor return
the data provided. Responses are required in 14 days after publication
