or Mark Bacon, (202) 268-4114. The U.S. Postal Service (USPS) is
seeking qualified sources capable of providing self-service vending
machines and services for the vending of phonecards under a lease
arrangement. The USPS intends to conduct a six (6) month test program
at eleven (11) geographic areas through-out the country with a minimum
of fifteen (15) vending machines per geographic location. The vending
equipment at a minimum shall: (1) Dispense standard size plastic
cards; 2 1/8 inch x 3 3/8 inch, 030 inch attached to a single or double
ply paper carrier, each ply being the same dimensions as the card with
a thickness of .007 to .009 inch. The carrier will be attached to the
card with a glue spot; (2) Accepts cash in $5, $10, and $20
increments; (3) Accepts major credit cards; ATM desirable, but not
required for this request. Suppliers must prove that their machines
have the capability of being redesigned to accept ATM cards as payment;
(4) Machines have no requirement to make change; (5) Dispenses a
minimum of three (3) different card; (6) Dispenses receipt of cash and
card transactions; (7) Capable of printing a variable message on
receipt; (8) Capable of accumulating daily transaction and downloading
to a host computer. Data will include: 1) date, 2) quantity of each
card dispensed, 3) total cash sales, 4) Total credit card sales, 5)
Total ATM sales, 6) machine downtime for maintenance failure,
restocking, and normal administration; (9) External bins for holding at
least 200 4 inch x inch Information Guides; (10) Floor or wall mounted;
(11) Security locks and construction; (12) Automatic maintenance
notification of machine failure and required restocking; and (13)
Unique artwork on faceplate or top mounted ``billboard'' which
advertises the FIRSTCLASS PHONECARD. It is the USPS' desire to enter
into a lease agreement with suppliers who can provide equipment and
service the equipment to include restocking and transfer of accumulated
cash and credit card transactions. Interested suppliers are to send
material describing in detail how their equipment meets the USPS needs
and any other relative information deemed appropriate. Descriptive
