66 -- DIRECT INJECTION NEBULIZER POC Contracting Officer, Kathryn Papenfuss, 708-252-2459, FAX 708-252-4023. New Brunswick Laboratory (NBL) intends to purchase one Direct Injection Nebulizer for an NBL owned VG Plasma Quad 2+ mass spectrometer (MS); all components must be fully automated and totally compatible with existing MS; be equipped with a metal free HPLC pump (150 p.s.i.) and PEEK injection valves, installation, documentation and a one year warranty on parts and labor. As this item is considered a commercial item, reference is made to FAR 12.603(c)(2)(i), this is a combined synopsis/solicitation for a commercial item, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP) under DE-AP02-96-CH16930. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-37. FOB destination delivery, installation and acceptance is expected NTE 6 weeks from date of award to the address listed below. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Proposals will be accepted on letterhead stationery. The provision at FAR 52.212-2 applies to this acquisition. Award will be made to the responsible offeror whose offer conforms to the requirements and will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers; business size, technical capability of the item offered to meet the Government requirement, price, past performance, and environmental waste reduction. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions required to implement statutes or executive order-Commercial Items, applies to this acquisition.
