Code DAAK60) This is a combined synopsis/solicitation for commercial
items wet weather subsystems (Parkas and Trousers) prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. An Indefinite
Delivery/Indefinite Quantity (IDIQ) FFP contract is intended to be used
for the procurement of 1,300 subsystems minimum/30,000 subsystems
maximum. The duration of contract performance shall be five (5) years.
The minimum quantity of subsystems shall consist of the following
sizes in Parkas CLIN 0001 and Trousers CLIN 0002: S (65 sets); M (260
sets); L (390 sets); XL (325 sets); and XXL (260 sets). The maximum
quantity of subsystems shall consist of the following sizes in Parkas
CLIN 0001 and Trousers CLIN 0002: S (1500 sets); M (6000 sets); L (9000
sets); XL (7500 sets); and XXL (6000 sets). The following Tariff
applies: S (5 percent); M (20 percent); L (30 percent); XL (25
percent); and XXL (20 percent). The subsystem shall consist of a
woodland camouflage (in accordance with Natick Drawing 2-1-1516B and
Reflectance Values/Requirements) parka and trouser which are
constructed of launderable, durable and waterproof/breathable U.S. made
materials. The subsystem shall be available in a minimum of five male
sizes (S-XXL), weigh no more than 2-1/2 pounds (all sizes, 2 pounds
desired), stow into itself, and be no more than 350 cubic inches in
volume (all sizes, 250 cubic inches desired). The subsystem shall
possess a low audible signature, be waterproof and possess a minimum
moisture vapor transmission rate of 600 grams per square meter per
twenty-four hours. All seaming and closures shall be durable and
resistant to an extreme environment, adjustable and easily manipulated
with gloves or mittens. The subsystem shall provide the wearer
consistent protection in extreme environments, and shall not interfere
with any aspects of the performance of the Special Forces mission.
Subsystems must withstand 30 days continuous Special Operations field
wear without significant degradation or failure. The parka shall be low
profile, mid-thigh length, allow for ventilation, possess maximum
adjustment, and possess a hood. The hood shall be stowed into the
collar when not in use, have a drawcord and possess a small visor/bill.
The elbows, tail and shoulder areas of the parka shall be reinforced to
prevent abrasion. The parka shall have two large chest pockets and a
hem drawcord. Both upper outer sleeves shall have one 2-1/2 inches X
3-1/2 inches Velcro (pile) patch for insignias (location to be
determined at time of award). The trousers shall be low profile, have
full length side zippers, have seat and knee reinforcements, allow for
maximum adjustment, possess suspender loops, and allow for rapid
footwear donning/doffing. Subsystems shall be preserved, packaged and
packed for domestic shipment in accordance with best commercial
practice. Delivery to be 45 days after initial delivery order and 45
days after all subsequent delivery orders. Delivery is F.O.B.
Destination: U.S. Special Operations Forces Support Activity,
Lexington, KY. This solicitation document incorporates FAR provisions
and clauses in effect through Federal Acquisition Circular 90-33 as
applicable. FAR Provision at 52.212-1, applies. However, in paragraph
(c) delete 30 calendar days and substitute 90 calendar days; and
includes addenda, Natick Drawing 2-1-1516B and Reflectance
Values/Requirements. FAR Provision at 52.212-4 applies and additional
DFARS Clauses listed in 252.212-7001 are attached as an addenda; and
52.212-5 applies and includes the additional FAR Clauses: 52.203-6;
52.203-10; 52.219-8; 52.222-26; 52.222-35; 52.222-36; 52.222-37; and
52.233-3. Subcontracts must include the following FAR Clauses:
52.222-26; 52.222-35; and 52.222-36. DFARS Provision 252.225-7000,
applies except paragraph (b). DFARS Clause 252.225-7001, applies. All
interested parties may submit one or multiple offers, however, twelve
(12) off-the-shelf samples (parkas and trousers) shall be submitted
with each proposal in the following male sizes: 3 M, 4 LG, 4 XL and 1
XXL for evaluation. Samples must be off-the-shelf and subdued in color
and have the capability of meeting the Government's requirement except
for Velcro sleeve patches. Samples will undergo operational test by
joint Special Operations soldiers under field conditions while
performing normal Special Operations tasks (Jul-Aug 96). FAR Provision
at 52.212-2, applies (except paragraph (b)) and the following
evaluation factors shall be used to evaluate offers in descending order
of importance: (1) Demonstration of technical/functional capability and
quality through technical proposals, samples offered to meet the
Government's requirement (i.e., waterproof, breathable, low weight, low
bulk, low noise, design features, durability/cleaning and repair,
sizing/fitting and ease of repair) and user feedback from operational
test. Existing product data/literature are acceptable; (2) Price; and
(3) Past performance, with particular emphasis on meeting delivery
schedules, and including information on recent and relevant contracts
for the same or similar items and other references (including contract
numbers, points of contact with telephone numbers, etc.). Following
the evaluation of all proposals, the government will select the
proposal with the best technical characteristics and cost/price
consideration (the best value) to fulfill the Government's requirement.
Because the award will be based on cost and other factors, award may be
made to other than the low offeror. The Government may make multiple
awards. Written proposal required (5 copies). Response time is 21 June
1996 by 12:30 P.M. EST for submission of Proposals and Samples to the
above Contracting Office. Offerors shall include a completed copy of
the Provision at FAR 52.212-3 with its offer and Certification in DFARS
252.225-7000. The applicable SIC Code for this effort is 2385. For the
purpose of this requirement, any concern employing 500 or fewer
employees is considered a small business. Firms responding shall
indicate whether or not they are a small or small disadvantaged
business concern. This is a 100 percent small business set-aside. Firms
shall indicate whether or not they are a dealer or a manufacturer. See
