EPA's Office of Water is responsible for implementing the provisions of the Safe Drinking Water Act includes establishing revised National Primary Drinking Water Regulations. Under the proposed contract, a contractor will provide support in the areas of (a) regulation development processing, (b) policy and program implementation, and (c) data management and modeling, logistics, and administrative support as they pertain to (a) and (b). Specifically, the contractor shall catalog and summarize public comments, develop public information materials, gather and present data/information on technical issues and options, design and conduct surveys, analyze data, perform fact-finding studies, develop reports from information collected, gather and organize materials for the public record, arrange public access to documents, conduct literature searches, provide training, prepare a variety of written materials, perform modelling and projections, develop and support data bases, and arrange logistics for meetings. The anticipated start date of the contract is 1/1/94 with the base period running through 9/30/98. There will be three 12-month options and one 3-month option. The base level of effort (LOE) will be 20,000 hours per year with options for increases up to approximately 50% of the base LOE. The solicitation is a total small business set-aside.
