(8.5'' X 11'' double spaced) including: a one page executive summary; a section on previous industry dollar investments in this technology; a section on potential return on investment if the Army incorporates the technology; a section on company history in this technical area; one page task milestone chart; and multi-page specific scope of work, with numbered tasks. This will become the body of the cooperative agreement or contract and should be identified as ``scope of work'' in the proposal. The offeror's cost proposal has no page limit and should be submitted as a separate document on SF 1411 together with supporting detailed cost data, including any subcontractor cost data, in accordance with FAR 15.804-6. Cost and technical proposals should be submitted in five copies and should be marked BAA No. DAAE07-96-Q-BAA1. Offerors are requested to provide their Commercial And Government Entity (CAGE) number with their submission. The offeror must indicate if this or a related proposal has been offered to, or if under consideration by, any other government agency. Proposal due date: full proposals must be received by September 13, 1996, regardless of whether or not an abstract was submitted. Proposals will be evaluated as they are received to permit early award of cooperative agreements/contracts possibly prior to the BAA closing date. Proposal evaluation is expected to take a minimum of 45 days after receipt of proposal. It is anticipated that cooperative agreement/contracts will be awarded by January 30, 1997. Evaluation criteria: evaluation of proposals will be accomplished through a scientific review using the following criteria (in descending order of importance): (1) Overall scientific and technical merit: the technical approach of the offeror should address all criteria aspects of the effort. The nature and sequence of task outlined by the offeror will be evaluated. The estimated technical risk (change for success) will be also evaluated. This evaluation factor will include: feasibility, practicality, thoroughness, and clarity of the proposed work. (2) Contribution to ground vehicle technology: the potential contributions of the proposed project to improve components or systems of ground vehicles by developing or utilizing new technologies, will be evaluated. (3) Offerors's capabilities: the offeror's experience in the technical area is a critical factor. The facilities, personnel and equipment available for performance of the proposed project are also important indicators of the offeror's capability to perform the desired work. (4) Realism of schedule and budget: the offeror's schedule and budget for the work will be evaluated to determine whether these estimates are reasonable and realistic for the technical and management approach offered, as well as to determine the offeror's practical understanding of the effort. The budget should reflect a realistic estimation of dollars necessary to successfully perform the work. No portion of this BAA will be set aside for Historically Black College and University (HBCU) and Minority Institution (MI) participation due to the impracticability of reserving discrete or severable areas of research in commercial technology for exclusive competition among these entities. However, such institutions are encouraged to submit proposals and join others in submitting proposals. The Government may select for award all, some or none of the proposals received. More than one award may be made per topic. Proposals selected will be awarded by an appropriate type of contract or cooperative agreement to be signed by the offeror and a Government/Contracting Officer.
