of Health plans to procure on a Sole Source Basis, under authority of
FAR 6.302-1, in accordance with 41 U.S.C. 253 (c)(1), a genetic study
on esophageal cancer from Shanxi Cancer Hospital, Ahigongxinjie,
Taiyuana 030013, Shanxi, China. This is an ongoing study and a
continuation and study of additional patients. A capability to provide
samples and data to test for genetic polymorphisms to identify
potential susceptibility genes associated with risk for cancers of the
esophagus, gastric cardia, and gastric body is needed. Requirements
include: (1) Identify 350 newly diagnosed and untreated upper
gastrointestinal cancer cases (50 esophageal, 150 gastric cardia, 150
gastric body) from Shanxi Province in China going to surgery and (1a)
obtain tumor and adjacent nontumor tissue from these cases during
surgery, (1b) preserve portions of tumor and nontumor specimens in
formalin, ethanol, and liquid nitrogen, (1c) extract DNA from liquid
nitrogen preserved specimens, (1d) from each ethanol-preserved
specimen, prepare one H&E stained section, microdissect the tumor, and
extract DNA from the microdissected tissue, (1e) from each
formalin-preserved specimen, prepare one H&E stained section, (1f)
obtain 15 ml venous blood sample from each of the 350
esophageal/gastric cardia/gastric body cancer patients and extract DNA
from these samples, (1g) obtain finger stick blood sample from each of
the 350 esophageal/gastric cardia/gastric body cancer patients and
retain samples on blotter paper, (1h) obtain buccal cells samples from
each of the 350 esophageal/gastric cardia/gastric body cancer patients
and extract DNA from these samples, (1i) obtain questionnaire
information (general information, family history, lifestyle
information, and medical abstract), (2) Obtain a 10 ml whole blood
sample from 100 healthy volunteers from a Yangcheng County, Shanxi
Province, China, high-risk area of esophageal cancer, and extract the
DNA, (3) Identify 1400 newly diagnosed and untreated upper
gastrointestinal cancer cases (600 esophageal, 600 gastric cardia, 200
gastric body) from Shanxi Province, China going to surgery, (3a)
obtain tumor tissue from these cases during surgery (or endoscopy),
(3b) preserve portions of tumor specimens in formalin and ethanol, (3c)
from each ethanol-preserved tumor specimen, prepare one H&E stained
section, microdissect the tumor, and extract DNA from the
microdissected tissue, (3d) from each formalin-preserved tumor
specimen, prepare one H&E stained section, (3e) obtain 15 ml venous
blood sample from each of the 1400 esophageal/gastric cardia/gastric
body cancer patients and extract DNA from these samples, (3f) obtain
finger stick blood sample from each of the 1400 esophageal/gastric
cardia/gastric body cancer patients and retain samples on blotter
paper, (3g) obtain buccal cell samples from each of the 1400
esophageal/gastric cardia/gastric body cancer patients and extract DNA
from these samples, (3h) obtain questionnaire information (general
information, family history, lifestyle information, and medical
abstract), (4) Identify 1000 comparison subjects without upper
gastrointestinal cancer from the general population of Shanxi Province,
China, (4a) obtain 10 ml venous blood sample from each of the 1000
comparison subjects and extract DNA from these samples, (4b) obtain
finger stick blood sample from each of the 1000 comparison subjects and
retain samples on blotter paper, (4c) obtain buccal cells samples from
each of the 1000 comparison subjects and extract DNA from these
samples, (4d) obtain questionnaire information (general information,
family history, lifestyle information, and medical history), (5)
Identify 150 families with 2 or more cases of upper gastrointestinal
cancer in which a tissue sample is available, (5a) obtain tissue from
each case to confirm diagnosis histologically and extract DNA from
tissue, (5b) obtain 10 ml venous blood sample from each case and all
living first degree relatives over 20 years old and extract DNA from
these samples, (5c) obtain finger stick blood sample from each case and
all living first degree relatives over 20 years old retain samples on
blotter paper, (5d) obtain buccal cell samples from each case and all
living first degree relatives over 20 years old and extract DNA from
these samples, (5e) draw family pedigrees and obtain questionnaire
information from each case and their first degree relatives (general
information, family history, lifestyle information, and medical
history). This notice of intent is not a request for competitive
proposals, however, interested parties may identify their interest and
capability to respond to the requirement. Information furnished shall
include enough material, in sufficient detail, to perform a proper
evaluation of their ability to perform. Closing date is 45 days after
