Services to design a new domestic water distribution system for a 215
acre, 600+bed Veterans Administration Medical Center complex in
northern Westchester County, NY. Site and structural surveys,
preliminary and working drawings, specifications, cost estimates and
site visits are included in the design requirements. Analysis, design
and specification work will include, but not be limited to: (1) soil
types and conditions and underlying geology, (2) utilities such as gas,
electric, sewers, telephone, other water, etc. (3) existing surface
conditions at the site, including but not limited to: structures, roads
and parking areas, sidewalks and other paved surfaces, trees, shrubs
and other plant materials, other site amenities, (4) selective
demolition such as cutting, removing, patching, repairing and/or
replacing portions of structures, roads, curbs, walks, etc., necessary
in the installation of piping or system components, (5) identification
and provision for abatement, as necessary, of any asbestos that may be
encountered at locations at which components of the new system meet
and/or are to be connected to components of the new system, (6)
determination of locations, types, sizes and quantities of all
components of the new system, including but not limited to pipes,
valves, connections, meters, and meter pits, (7) provision for
post-construction backfilling, compaction, grading and seeding or
replanning of any and all disturbed areas of lawn or planting beds at
the project site, (8) compliance throughout all phases of this project
with all applicable safety practices and procedures and any other
local, state and federal regulations. Area of consideration is
restricted to firms located within a 50-mile radius of the F.D.R. VA
Hospital. Estimated construction range is between $2 and $5 million
dollars. Selection criteria to be used in selecting firms shall be as
outlined in FAR 36.602-1 and will include, but is not limited to: (a)
professional qualifications necessary for satisfactory performance of
the required service to include: Civil Engineer with a PE license in NY
State, Mechanical Engineer, Structural Engineer and CAD Specialist; (b)
Examples of specialized experience and technical competence in the
various disciplines required for the specific project; (c) Capacity to
accomplish work in required time. The evaluation will consider the
experience of the firm and any consultants in similar sized projects,
and the availability of an adequate number of personnel in key
disciplines; (d) Past job performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedule; (e) Location of firm or
working office providing professional services, including consultants,
within a 50-mile radius of the project site; (f) Volume of work
awarded by VA during the pat 12 months; (g) Qualifications and
performance of consultants proposed for the project; (h) Computer
capabilities, including drawings on AutoCad Release 12 or compatible
package and specifications on Word Perfect 6.1 or compatible. No
additional project information will be given to A-E Firms. Phone calls
are discouraged unless absolutely necessary. This project is open to
both large and small businesses. See notes 24 and 25 for general
