All locations are in Washington. The Government will furnish facilities, utilities and operating supplies and equipment within the Commissary Stores at each location. The contractor will provide product, labor, transportation and supervision to perform all tasks required to operate the activities in a manner similar to a retail fish market activity found in high quality, commercial supermarkets. DeCA will evaluate technical proposals, past performance and the percentage of patron saving offered as the basis of award.
