V -- TRANSPORTATION SERVICES, SUPPLY, OPERATION AND MAINTENANCE OF CONTAINERS/SHIPPING EQUIPMENT FOR SHREDDED ALUMINUM, NAPALM, AND WOOD CHIPS POC John G. Durham CPCM, 509-372-6507. Sources Sought. This is a Notice of Sources Sought/market survey for commercial/industrial firms capable/interested in providing transportation services required to enable a recycling/disposal project for approximately 23 million pounds of napalm, approximately 2.5 million pounds of shredded aluminum contaminated with residual amounts of napalm, and approximately 6.5 million pounds of chipped wood crating material. The required transportation services will include the supply, operation and maintenance of DOT-approved containers for hazardous waste, intermodal transfer equipment, tractors, trailers and materials handling equipment and various haulage, loading and unloading/modal transfer functions to be performed at and in the vicinity of Camp Pendleton, California. The need for these services is projected for an approximately 2.6-year period lasting from May 1997 through December 1999. The transportation plan for this project currently identifies the following equipment needs: a) 46 portable, full-frame ISO tank containers with capacity of at least 6000 US gallons, b) 10,000 standard 55-gallon drums, c) 77 roll-off bins with 27 cubic yard capacity or 39 bins with 54 cubic year capacity, d) 125 overpack drums, each large enough to contain one damaged 55-gallon drum and contents, e) drop-frame chassis suitable for hauling loaded ISO tank containers and roll-off bins (23 chassis needed during initial project start-up phase if 54-cubic yard roll-off bins are used; alternatively 75 chassis needed initially if 27-cubic yard yard roll-off bins are used; thereafter, regular operations require 15 chassis) f) 10 piggy-back trailers capable of hauling 80 loaded 55-gallon drums, g) 2 flat-bed trailers (40 ft long, 8 ft wide), h) 1 on-site, transfer tractor (yard goat), i) 2 full size tractors for off-site haulage of all trailers and loads, j) intermodal packer for transferring loaded and empty containers and trailers to and from railroad cars at the Camp Pendleton, California railhead, and k) 4 front-end loaders capable of moving, loading and unloading napalm canisters and 55-gallon drums. This is a request for interested potential sources and does not obligate a procurement action. However, Pacific Northwest National Laboratory is currently planning the release of a combined Request for Qualifications/Request for Proposal (RFQ/RFP) in June 1996. The above equipment types and numbers indicate the general magnitude of the planned transportation activity that qualified sources would be required to provide, operate and maintain. The current strategy is that offerors may have the option of proposing on any or all of the required transportation services. Potential offerors will be required to demonstrate their ability to meet the following Qualification Criteria, and others to be contained in the RFQ/RFP; a) possession of all licenses and permits required to handle and transport hazardous waste materials in the State of California, b) must have a responsible regulatory compliance history c) demonstration of previous experience and satisfactory performance in providing similar services, d) ability to offer personnel who have received documented training and who have documented services records showing acceptable accident and drug-use histories, e) must have good environmental compliance and safety record, and, f) must have flexibility and resources to supply services in quantities and frequency that may deviate from the above requirements (for example, ability to offer intermodal boxes instead of roll-off bins, should this requirement change). Qualified firms should indicate their capability and willingness to accept responsibility for assisting in the operational planning of the project. Qualified vendors of the above services will selected on the basis of their responses to the RFQ/RFP. Award(s) are currently planned for October 1996. Interested/capable firms should submit a written request to receive the RFQ/RFP by 17 June 1996. (144)
