The Western Area Power Administration has a requirement for a Contractor to provide all the labor, materials, equipment, and other resources necessary to complete this project. The work consists of and the principal components of the work include: a. Detail a 319-foot guyed microwave tower in accordance with these specifications. b. Redraw the detail drawings, listed in the government furnished drawings, for a 175-foot self supporting microwave tower in accordance with these specifications and the changes noted on the drawings. c. KONES CORNER (1) Construct embankments for microwave site, parking area, and access road. (2) Construct reinforced concrete foundation and guy anchors for a 199-foot guyed microwave tower. (3) Construct reinforced concrete foundations for a communication building, entry slab, propane tank, and waveguide channel supports. (4) Furnish and install grounding system. (5) Furnish and erect one 199-foot guyed tower. (6) Install Western-furnished safety climbing rail. (7) Install three Western-furnished microwave antennas and one VHF antenna including coaxial waveguides and connectors. (8) Furnish and install one ice shield with stiff arms. (9) Furnish and construct barbed wire fences. (10) Furnish and construct chain-link fence. (11) Gravel surface microwave site, parking area, access road, and existing approach. d. OTO (1) Construct embankments for microwave site, parking area, access road and approach. (2) Construct reinforced concrete foundation and guy anchors for a 199-foot guyed microwave tower. (3) Construct reinforced concrete foundations for a communication building, entry slab, propane tank, and waveguide channel supports. (4) Furnish and install grounding system. (5) Furnish and erect one 199-foot guyed tower. (6) Install Western-furnished safety climbing rail. (7) Install four Western-furnished microwave antennas including coaxial waveguides and connectors. (2) Remove and dispose of existing tower foundation and three guy anchors. (3) Remove and dispose of existing 12 foot by 12 foot metal communications building including concrete foundation. (4) Remove and dispose of existing barbed wire fences around tower site and guy anchors. (5) Relocate existing 500 gallon propane tank. (6) Construct embankments for microwave site, parking area. (7) Construct reinforced concrete foundation and guy anchors for a 199-foot guyed microwave tower. (8) Construct reinforced concrete foundations for a communication building, entry slab, propane tank, and waveguide channel supports. (9) Furnish and install grounding system. (10) Furnish and erect one 199-foot guyed tower. (11) Install Western-furnished safety climbing rail. (12) Install four Western-furnished microwave antennas, one VHF antenna, and one VHF reflector including coaxial waveguides and connectors. (13) Furnish and install two ice shields with stiff arms. (14) Furnish and construct barbed wire fences. (15) Furnish and construct chain-link fence. (16) Gravel surface microwave site, parking area. f. DENISON (1) Construct reinforced concrete foundations for a 146-foot selfsupport microwave tower. (2) Furnish and install grounding system. (3) Furnish and erect one 146-foot selfsupport microwave tower. (4) Install Western-furnished safety climbing rail. (5) Install two Western-furnished microwave antennas including coaxial waveguides and connectors. (6) Furnish and install one ice shield with stiff arms. This project is located in Hamlin, Woodbury and Crawford Counties, South Dakota. The estimated order of magnitude of this project is between $250,000.00 and $ 500,000.00. The solicitation will be issued FREE OF CHARGE on double-sided, high-density DOS-formatted 3.5-inch floppy diskettes. The solicitation and specifications are formatted using WordPerfect 5.1. Copies of the solicitation may be obtained in one of the three following ways: A) Solicitation and the specifications on diskette but no drawings, or on B) Solicitation and the specifications on diskette with drawings on hardcopy, or C) Solicitation, specifications and the drawings by hard copy. Please indicate your selection on your written request. Note: In accordance with Western's Acquisition Handbook, ''Western procurement officials shall limit availability of solicitations''. Therefore, only A LIMITED NUMBER of copies of this solicitation, will be available to be distributed by this office. Copies of this solicitation will be issued on a ''first-come first-served bases''. Additional copies of this solicitation will be available through various ''plan holders rooms''. All work for all of the Contract Line Item Numbers (CLIN) must be completed NLT 330 calender days after Western issues it's ''Notice to Proceed''. All the CLINs will be delivery FOB destination. There will be only one award made from this solicitation. Therefore, all Bidders must submit their bids on an ''all or none basis''. This solicitation will be issued on or about July 15, 1996. The projected bid opening date is on or about August 15, 1996. This proposed procurement is unrestricted (full and open).
