The Air Force Center for Environmental Excellence (AFCEE) intends to issue a solicitation for construction services at Plattsburgh AFB NY. Potential offerors are advised that the work will be performed on two hazardous waste sites as identified on the National Priorities List (NPL). As part of the DoD's Installation Restoration Program (IRP), Plattsburgh AFB has initiated activities to clean up identified hazardous waste sites. The work consists of all the following principal activities: clear, grub, fill, and grade areas designated for landfill construction; construct 12'' soil cover to include 3'' topsoil and vegetative cover; construction of drainage systems; and off-site disposal of landfill waste which protrudes and/or rests on top of the existing ground surface. A full and open competitive firm-fixed price type contract is contemplated for this effort. Source selection anticipates the use of negotiated procedures in lieu of sealed bidding. Evaluation criteria is anticipated to be based on the following items in the following order of precedence: Cost/Price, Technical, Past Performance, Local Businesses, and Plan for hiring local businesses, residents and providing former DoD employees a right of first refusal for positions that may be available. Source selection also anticipates the use of oral presentation. Oral presentation allows potential offerors to personally present their capabilities to the selection team in lieu of written form. However, potential offerors shall still be required to submit written offers. Detailed instructions regarding the submission of written offers as well as procedures for oral presentations will be provided in the Request for Proposal (RFP). A Site Inspection will be conducted at Plattsburgh AFB approximately 15 days after release of RFP. Exact time(s), date(s) and location will be provided in the RFP. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
