Protection Agency has a requirement for one Particle Characterization
System for on-road diesel and fine fugitive particulate, capable of
measuring particles from 0.01 to 20 microns. Differential mobility
analysis will be used for particles from 0.01 to 1.0 micron, and
aerodynamic separation and optical sensing will be used for particles
from 0.0 to 20 microns. The necessary hardware and software needed to
process the information from the sensing element(s) to provide particle
size distribution information from each sample shall be included. THIS
IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN
ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH
ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED, AND
A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation No.
D600390M1 is a Request for Proposals (RFP). The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 37. The associated Standard Industrial
Code (SIC) is 3823. The required Particle Characterization System must
meet the following minimum specifications: (1) Capable of measuring
particles in air with suitable inlets to accurately measure particles
between 0.01 micron and at least 20 microns for particle concentrations
between 10 and at least 10^7 particles per cubic centimeter; (2)
Capable of providing a resolution of at least 16 channels per decade
with higher resolutions selectable with computer software; (3) Time
intervals for integrated sample acquisition period to be operator
selectable within the range of one minute to one hour; (4) System must
run with minimum intervention of operator with respect to sampling
setup and flow monitoring. System must run for at least 25 hours
without operator intervention under ambient conditions of up to 150
micrograms per cubic meter; (5) Data files must have a storage capacity
of at least 30 days of data at one minute sampling intervals and must
be stored on hard drive; (6) Must be capable of acquiring and
displaying data simultaneously; (7) Must include single data
acquisition and processing system for acquiring and processing data
from 0.01 micron to at least 20 microns; (8) All equipment must fit
within standard 19-inch racks; (9) All pumps, software, cables, and
operational supplies must be included along with manuals addressing the
operation and maintenance (including schematics) of the system; (10)
Software must provide at least median, mean, and geometric standard
deviation of particle size distribution of number, volume and surface
area. Data files must be able to be imported into Lotus spreadsheet
software; (11) System must operate within specifications over the
temperature range of 50 to 100 degrees Fahrenheit; (12) System must be
calibrated with polystyrene/latex spheres; (13) System must operate at
120 V AC; and (14) The Equipment must be listed and labeled by a third
party listing Agency approved by the North Carolina Building Code
Council. The Contractor shall offer to the Government at least the same
warranty terms, including offers of extended warranties, offered to the
general public in customary commercial practice. Brochures or
manufacturer specifications must be included with your bid/offer.
Delivery is required within 120 calendar days after contract award.
Contractor shall notify Project officer at least 1 week prior to
shipping. FOB destination to: U.S. Environmental Protection Agency,
Shipping and Receiving, Page Road and U.S. 40, Research Triangle Park,
NC 27709. The following FAR Provisions apply to this solicitation:
52.212-1, Instructions to Offerors- Commercial Items; 52.212-2,
Evaluation- Commercial Items. Evaluation criteria to be included in
paragraph (a) of provision 52.212-2 are as follows in descending order
of importance: (i) technical capability of the item offered to meet
the Government requirements; (ii) past performance; and (iii) price.
Technical capability and past performance, when combined, are
significantly more important than price. All offerors are to include
with their offers a completed copy of provision 52.212-3, Offeror
Representations and Certifications- Commercial Items. 52.212-4,
