for which the Government intends to solicit and negotiate with only one
source (holds the copyright)under authority of FAR 6.302. The Army
National Guard Retention and Recruiting Directorate has a requirement
for the delivery of copyrighted Test Skills Workshop packages to 54
States and territories. Also included in this requirement is a training
session to be held in Little Rock, Arkansas. Purpose of the packages is
to help students explore the process of preparing for and taking
standarized multiple choice questions tests and assist recruiters in
identifying students elible for the Army National Guard. Government
expects to award a basic contract. Any interested parties may identify
their interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. However, all requests received within 15 days after date of
publication of this synopsis will be considered by the Government. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
procurement. Vendors will be required to submit a statement of their
capabilities by submitting a proposal to include technical data,
pricing, and any other information which show a bona fide ability to
meet requirements. The Government will not pay for information
received. As a result of analyzing responses to this synopsis of
intent, the Contracting Office may determine to issue a solicitation.
If a solicitation is issued, no additional synopsis will be published.
Any such solicitation will be issued to the intended awardee and all
firms who respond to this sysnopsis of intent or otherwise request a
copy of the solicitation. No contract award will be made on the bases
