This procurement is to be made in accordance with DFARS Subpart 235.70, Research and Development Streamlined Contracting Procedures. Offerors are advised that a conventional solicitation will NOT be issued, but that the solicitation will appear in a subsequent edition of the Commerce Business Daily (CBD). The Defense Nuclear Agency (DNA) is seeking to issue a contract to evaluate, validate, and exercise weaponeering tools for target response, functional disruption, and damage from the full spectrum of conventional and nuclear weapons. The effort addresses a wide range of fixed ground target classes and target hardness from relatively soft (e.g. industrial targets) to very hard (e.g. deeply buried facilities). This effort also supports weaponeering exercises for various lethality programs of DNA. The completion of this research will enable weaponeering solutions of a full spectrum of fixed ground targets to a full spectrum of weapons that previously has been unobtainable. The period of performance will include a 24-month basic effort plus a 12-month option. All interested bidders may submit a proposal as this procurement is unrestricted. Contractor personnel will require a DoD security clearance of SECRET.
