B -- BIOMEDICAL TECHNOLOGY RESOURCES EVALUATION SOL NHLBI-RR-P-96-103 POC Kathleen J. Van Steelant, Contracting Officer, (301) 435-0364. It is the intent of the National Institutes of Health (NIH), National Center for Research Resources (NCRR) to purchase the advice and guidance of a senior evaluation consultant to develop the appropriate methodology and design, including preparation of cost estimates, for a full-scale evaluation to determine the effectiveness of the Biomedical Technology Resources. These resources support and promote the development and use of cutting-edge technologies, such as high performance computers, advanced technology microscopes, laser instrumentation, and spectrometers. The current emphasis of these resources is to extend the biomedical applications of computers, engineer new instruments to solve biomedical problems, and advance the study of molecular and cellular structure and function through the use of specialized technologies. Specifically, the Contractor shall have demonstrated expertise and/or be knowledgeable in: 1) evaluation design and methodology development; 2) data analysis and synthesis; 3) computer database software and system operations; 4) scientific research and technology; 5) management of large research projects; 6) knowledge and management of Federally-funded grants, contracts and resource centers. The Contractor shall also have good written and oral communication skills and experience in coordinating and conducting meetings. The consultant must be an evaluation expert. The anticipated period of performance is August, 1996 through April, 1997. Proposals will be evaluated on the offeror's expertise in evaluation design, the proposed technical approach and scope of work, the proposed personnel and the offeror's past performance history. A Firm Fixed-Price type contract will be negotiated. It is anticipated that Request for Proposals (RFP) Number NHLBI-RR-P-96-103 will be issued on or about June 10, 1996.
