(702) 295-3206 Environmental Architect-Engineer services are required
at designated corrective actions sites or corrective action units at
the Nevada Test Site (NTS), parts of the Tonopah Test Range, parts of
Nellis Air Force Range, and off-site locations in Nevada where
underground nuclear testing or related activities have occurred under
the cognizance of the Department of Energy Nevada Operations Office
(DOE/NV). Assessment/characterization environmental services will be
provided in accordance with the Federal Facility Agreement and Consent
Order (FFACO) between the DOE/NV, the state of Nevada, and the
Department of Defense, Defense Nuclear Agency. In addition,
environmental services, including remediation activities, may be
required for off-site locations in the states of Alaska, Colorado,
Mississippi, and New Mexico where underground nuclear testing or
related activities occurred. The environmental services to be provided
must be in compliance with the Federal Facility Agreement and Consent
Order (FFACO), the Resource Conservation and Recovery Act (RCRA), the
Comprehensive Environmental Response, Compensation and Liability Act
(CERCLA), the National Environmental Policy Act (NEPA), the
Occupational Safety and Health Act, appropriate state regulations, and
applicable DOE Orders and regulations. As a result of this synopsis,
a cost reimbursement, performance-based type of contract will be
awarded with incentive measures to be negotiated between DOE/NV and the
selected contractor on an annual basis. The contract will be awarded
for a three-year base period with two, one-year options. The value of
this effort is anticipated to be approximately $100,000,000.00 over the
five year period. The services required may include: (a) programmatic
planning, documentation and management; (b) technical, schedule and
cost baseline development and reporting; (c)development of
environmental documentation; (d) regulatory and policy review; (e)
public involvement (f) preparation of documentation for and conduct of
assessment/characterization studies; (g) data acquisition and data
base management; (h) field services and laboratory analysis; (i)
conduct remedial actions at off-site locations; and (j) long-term
monitoring. As a part of this requirement, the contractor will be
required to maintain an office in the Las Vegas, Nevada, metropolitan
area including, at a minimum, a program manager, project manager, data
base manager, clerical support staff, and other personnel necessary to
implement the scope of work. The prime contractor is required to
perform the work set forth in items (b) technical, schedule and cost
baseline development and reporting, and (f) preparing the documentation
for and conduct of assessment/characterization studies. Experience of
the proposed subcontractors/consultants is not allowable for these two
areas. This procurement will be conducted in accordance with Brooks
Act procedures. The following A-E selection criteria will be used in
the evaluation of Environmental Engineering firms: (1) Technical
approach and competence of the firm (including first tier
subcontractors/consultants) in performing the required scope of work;
(2) Performance on current and past (last 5 years) contracts
demonstrating recent specialized experience of the firm in performing
a comparable work scope for Government agencies and private industry
including: (i) applicability of past experience to current scope of
work; (ii) compliance with performance baselines/project control; (iii)
health & safety record; and (iv) federal and state regulatory
compliance record; (3) Professional qualification and specialized
experience of the team members (including first tier
subcontractors/consultants) in performing the types of services
anticipated under this contract; (4) Capacity of the firm to handle
anticipated volume and types of work, as well as project acceleration,
in order to utilize personnel effectively and to meet critical
schedules. Indicate the firm's present workload (in Section 10 of the
SF 255) and the availability of the project team (including first tier
subcontractors/consultants) for the specified contract performance
period; (5) Involvement of company management in the performance of the
scope of work; and (6) Subcontracting opportunities for Small, Small
Disadvantaged and Woman-Owned Business concerns. Of the six criteria,
criteria (1) is of greater weight than the other criteria. Criteria (2)
and (3) are of lesser weight than criteria (1), but equal to each other
in importance. Criteria (4) is of significantly lesser weight than
criteria (2) or (3). Criteria (5) and (6) are of lesser weight than
criteria (4), but equal to each other in importance. Firms proposing as
prime contractors with team subcontractors will be evaluated on the
basis of the qualifications of the team as a whole. Identify any
explicit assignment of responsibilities among corporate team members.
Firms are also cautioned that an Organization Conflict of Interest
Clause applies to this effort. In accordance with Department of Energy
Acquisition Regulation (DEAR) 909.570-11, the award of related
architect-engineering services and construction efforts to the same
firm is prohibited. Therefore, any contractor or affiliate who provides
initial technical and design support shall be prevented from also
performing any resultant remediation action. Under this effort, the A&E
contractor would be required to subcontract for the remediation
construction and required to perform the construction management for
the remediation activities. A copy of the Statement of Work (SOW) for
this effort will be available via the Internet at the following
address: http://www.nv.doe.gov/Places/Procurement/Solicit.htm. A copy
of the SOW will also be available for review at the Public Reading
Facility located at the DOE North Las Vegas Facility, Building B-1,
2621 Losee Road, North Las Vegas. A site tour of the NTS will be
conducted on June 12, 1996, to provide additional information as to the
nature of the work. A follow-up session will be scheduled the following
day (June 13, 1996) to answer questions that arose during the tour.
Prospective offerors who plan to attend the site tour and/or follow-up
session are limited to three people per organization. Prospective
offerors attending the tour should meet in the U.S. Department of
Energy Auditorium, 2753 S. Highland Drive, Las Vegas, Nevada, at 7:00
A.M. PDT on June 12, 1996. Prospective offerors attending the follow-up
session should meet in the U.S. Department of Energy Auditorium, 2753
S. Highland Drive, Las Vegas, Nevada, at 9:00 A.M. PDT on June 13,
1996. Prospective offerors who plan to attend the site tour and/or
follow-up session must submit the following information to Darby
Dieterich via facsimile transmission at (702) 295-1560 by 12:00 P.M.
PDT on June 10, 1996 for each individual attending: name (first name,
middle initial and last name), Social Security Number, date of birth,
place of birth, citizenship, Company name and address, job title,
business telephone number, home address, and home telephone number.
Only U.S. Citizens may obtain access to the NTS. Please also stipulate
if you plan to attend the site tour, the follow-up session, or both.
No recorders or cameras may be taken on the NTS tour. Appropriate
clothing for touring an industrial facility must be worn. A written
record of the questions and answers resulting from the tour will not be
provided to prospective offerors on an individual basis. The
information will, however, be available within a couple of days after
the follow-up session via the Internet at the address cited above and
will be also be provided to the Public Reading Facility. This is not a
request for proposal. Architect-Engineer firms which meet the
requirements described in this announcements are invited to submit a
complete, updated Standard Form 254, Architect-Engineer and Related
Services Questionnaire, and a Standard Form 255, Architect-Engineer
Related Services for Specific Project to the address set forth below.
The same information must also be submitted for first tier
subcontractors/consultants. Submittals must be marked to the attention
of Darby Dieterich and sent via USPS addressed to DOE Nevada
Operations Office, P.O. Box 98518, Las Vegas, NV 89193-8518 or via
courier addressed to DOE Nevada Operations Office, 2753 S. Highland
Ave, Las Vegas, NV 89109. To be considered, submittals must be received
no later than 4:00 P.M. PDT on July 1, 1996. For identification
