Hawkins, Contracting Officer,(301) 435-0366. The National Heart, Lung,
and Blood Institute intends to negotiate with NETCOMM, INC., 6000
Executive Blvd, Ste 600, Rockville, MD 20852, to perform modifications
and enhancements to NHLBI's Employee Database System developed by
NETCOMM. The contractor shall, with the guidance of the project
officer, modify existing software files to improve network performance.
In this analysis task, the contractor shall analyze requirements for
specific system configurations and software capabilities. This shall be
followed with technical analytic steps and document operational
procedures for the actual implementation of the automated applications.
This shall include consideration of performance parameters, software
systems, hardware interfaces and user requirements. Written
documentation will be provided to the NHLBI for all changes and
modifications to the system. The EDS manual will be updated as
appropriate when changes occur. Qualifications: The contractor's
proposed personnel must have demonstrated successful experience with 10
Base Ethernet Lan, Novell 4.1 Network Operation System. The
contractor's proposed personnel must demonstrate successful experience
in a federal personnel management environment, using NIH'S Data
base(i.e. Taps). Network experience must address services for a user
whose mission is primarily general administration of personnel
management, with a focus on financial management. Experience should
demonstrate ability to understand requirements described by
non-computer professionals and to develop simple menu systems which
meet the needs of the office and are easily learned by new employees.
Specific Areas of Knowledge: Expert knowledge and extensive
applications development with DOS, Dbase Plus, Symphony, and
WordPerfect, Working knowledge of existing databases applicable to the
National Heart, Lung, and Blood Institute. Knowledge of how these
databases may best accessed with the available hardware and software.
The Statement of Work is available upon request. The anticipated award
date is 6/20/96. This is not a competitive proposal, however, all
responses received before the closing date (6/13/96 7:00a.m.) of this
advertisement will be considered by the government. All responsible
