Booker Weaver, 202/268-5669. The Postal Satellite Training Service
(PSTN) curently utilizes satellite Transmission time (both Ku-band and
C BAnd) on an intermittent basis, primarily to provide training
classes to the U.S. Postal Service (USPS). Due to increasing broadcast
requirements the PSTN is considering the lease of a dedicated
transponder to be available to the USPS on a 7 day, 24 hour basis.
System Requirements shall include but not be limited to the following:
1) The transponder shall be on a U.S. Domestic satellite orbiting in
a Geosyncronous orbit. 2) The transponder shall have full conus
coverage. 3) The transponder shall have a minimum bandwidth of 43 MHZ.
4) The USPS shall have exclusive usage rights to the transponder
during the period of time coverage in the contract. 5) The transponder
shall have a minimum EIRP of 40 dBW. 6) The ku band transponder shall
be capable of receiving uplink transmission within the 14.0-14.5 GHZ
range and transmitting signals within the 11.7-12.2 GHZ range. 7) Must
be capable of Ku-Band analog or digital compressed broad- casting. If
your company is interested in being considered for participation
should a solicitation be issued, you should submit a letter on you
firms letterhead stating that your company is interested in
participation for such a requirement and that your company is qualified
to do so. A prequalification package will then be provided. Your
response must include the company name, address, telephone number,
federal ID number, the names of the contact person, must be signed by
an officer of the company, and must include sufficient information to
determine that your company is qualified to perform. Send responses to

package shall be received by June 14, 1996 and oral presentations will
br scheduled for June 18-20 in Norman, Oklahoma. There will be no
