INS intends to purchase on a sole source basis, access rights to the automated fingerprint identification system maintained by Western Identification Network, Inc. or Roseville, CA. WIN currently maintains the INS AFIS data base. This contract, number COW-6-C-0031, will be a fixed price, IDIQ contract with one base year and three options. Award is anticipated May, 1996. All responses to this synopsis must demonstrate access and rights to the AFIS data base of the California Department of Justice and the Western states AFIS data bases currently maintained by the not-for-profit WIN consortium.
