PROBABTION AND PAROLE VIOLATION AND REVOCATION IN UTAH DEPT. REC ON AND

National Institute of Corrections/Bureau of Prisons proposes to
negotiate a contract on sole source basis with the Center for Effective
Public Policy, 8403 Colesville Road, Suite 720, Silver Spring, MD 20901
to continue technical assistance to two jurisdictions that are actively
pursuing implementation of probabtion and parole violation and
revocation changes in both policy and practice. This procurement will
enable NIC to continue violation and revocation technical assistance
previously provided under Grant Award 95C04G1A3 for the Utah Department
of Corrections and the First Curcuit Court - Adult Probabtion Division
- State of Hawaii. With NIC funded assistance the Utah Department of
Corrections has successfully designed and pilot tested new policy to
guide its staff statewide in responding to probation/parole violations
in a consistent manner with targets as its goal risk management, wise
use of resources, and equity. An internal committee has examined
current practice, articulated specific goals for violation response,
designed a ''Matrix'' of responses and pilot tested the policy across
the agency. For effective implementation it is important to widen the
level of interest and support for this inintiative beyond the
department to include other criminal justice system actors including
judges, prosecutor, public defenders etc. The intent of continued
assistance to Utah Dept. of Corrections in accomplishing this external
initiative by assisting the internal committee in designing and
planning for one system-wide symposium on violation to be held in
August 1996. During June on-site assistance to the committee will
assist in developing the framework for the symposium. During July
off-site assistance will be provided through the development of agenda,
training materials and related support activities. The sysmposium
itself (approx. 50 participants) will be conducted in August 1996. At
the First Circuit Court - Adult Probabtion Division - State of Hawaii,
with NIC funded assistance this agency has made significant progress
in understanding their existing practice with respect to probabtion
violators, assembling data base about those violators and current
dispositions etc. They have already invited a full range of criminals
justice system actors into their new policy process by way of training
workshop for all probabtion staff, all judges, prosecutors and public
defenders. Now the department stands ready to implement the policy,
but identified the associated need to develop and access further
community resources for violators, and to manage their probation
officer workload more effectively. They need to undertake analysis and
reorganization on these two issues in order to effectively implement
the violation policy changes. This procurement event will support the
agency in this initiative and will culminate in a major training
workshop in September 1996 to disseminate information about
reorganization, workload management, work relief measures and other
issues related to the agency initiatives regarding responding to
violators. This project will involve ongoing planning for these changes
with the department supervision staff (approx. 75) in September of
1996. The contractor will be responsible for the provisions of all
consulting services(including provider telephone and travel costs),
contracting for meeting space, developing and providing the
training/symposium materials for each jurisdiction and conducting the
sessions. Project completion is set for October 1, 1996. The Center for
Effective Public Policy (CEPP) is deemed the only responsible source
capable of providing the required technical assistance as set forth in
41 USC 253(c)(1). Only one source is avilable. Interested partities
